About this file
This is a Sole Source Determination Memo issued by the Oregon Department of Human Services (ODHS) Office of Contracts & Procurement on behalf of the Oregon Health Authority (OHA) for a contract with SylogistGov, Inc. The procurement involves development services to enhance an existing Application Programming Interface (API) within the Oregon Department of Corrections' Victim Information System in Oregon (VISOR) software platform. Specifically, SylogistGov will develop and implement a weekly flatfile report export, secure SFTP transmission capabilities, and API enhancements to enable OHA systems to validate data matches between ODOC's VISOR incarceration system and OHA Medicaid enrollment data. The work includes functional discovery, requirements finalization, configuration, testing, deployment, acceptance testing support, and ongoing maintenance under a Service Level Agreement. The services are designed to support OHA in making determinations regarding Adults-In-Custody (AIC) eligibility for the Oregon Health Plan. The contract may require future support, maintenance, or enhancement work through separate amendments. Protests to this sole source determination must be submitted within seven calendar days after the first date the notice is posted on OregonBuys.
The estimated total contract value is $46,642.00. The procurement is designated as a sole source procurement under ORS 279B.075 and OAR 137-047-0275, justified on the grounds that SylogistGov is the sole developer and exclusive owner of the VISOR system and its proprietary codebase. Market research confirmed that only SylogistGov has access to the underlying code, proprietary schemas, and integration pathways necessary to safely extend VISOR's functionality, and no alternative vendor can legally develop, modify, or extend VISOR functionality or access ODOC's system. The OHA reserves the right to obtain additional VISOR-related services, including enhancements, maintenance, corrective updates, and compatibility work from SylogistGov when such services remain proprietary and unavailable through DAS price agreements.

This sole source applies to the development and implementation of a weekly flat‑file report export, secure SFTP transmission, and an Application Programming
Interface (API) enabling OHA systems to validate data matches between ODOC’s VISOR incarceration system and OHA Medicaid enrollment data.
The work is part of ongoing technical integration between OHA and ODOC and may require future support, maintenance, or enhancement work through separate amendments.

SylogistGov will build and configure the VISOR report export, SFTP integration, and new API enhancements; conduct functional discovery; finalize requirements;
perform configuration, testing, and deployment; support OHA’s acceptance testing; provide ongoing maintenance under the SLA.
c) Describe the reasons the agency is seeking this procurement method
SylogistGov is the vendor that the Oregon Department of Corrections has contracted with to develop and implement the VISOR platform as well as the API that OHA is targeting for enhancement. As such, they have unique knowledge of the platform that will allow the work to be completed for the lowest-cost in the least amount of time. Additionally, only SylogistGov can modify, extend, or maintain VISOR’s proprietary architecture.
OHA requires enhancements to an existing proprietary platform for compatibility, continuity, and secure data transfer, and no other vendors can access or modify ODOC’s VISOR system. Therefore, procurement must proceed via sole source.

Agency reserves the right to obtain additional VISOR-related services, including enhancements, maintenance, corrective updates, and other compatibility work, from SylogistGov when such services remain proprietary and are not available via DAS price agreements.
3. Written findings of fact (market research):
The findings below must include factual information supporting the determination that meet the sole source requirement in statute.
Pursuant to ORS 279B.075, Agency must conduct market research that supports the assertion that there is only one source that can provide the goods or services. Market research includes utilization of the internet, trade journals, agency vendor lists, professional organizations, studies, catalogs/industrial periodicals, vendor sources, yellow pages, etc.
For information technology contracts, any ownership or proprietary issues should be fully addressed with written documentation to support facts.
OHA conducted market research and reviewed proprietary system ownership, vendor lists, historical VISOR development documentation, ODOC system architecture, and Federal/State security requirements.
Evidence confirms SylogistGov is the sole entity able to modify VISOR’s proprietary software and deliver compatible enhancements.
Agency must select at least one of the findings and prepare the determination as it specifically relates to the good or service being procured. More than one finding can be addressed. The findings are as follows:
mailto:enrique.rodriguez@odhsoha.oregon.gov
Pursuant to ORS 279B.075 (2)(a): Provide findings supporting the determination that the efficient utilization of existing goods requires the acquisition of compatible goods or services from only one source.
The VISOR system and VISOR API are proprietary products developed and maintained exclusively by SylogistGov. Efficient utilization of existing VISOR system components requires acquiring compatible enhancements from SylogistGov alone.
Only SylogistGov has access to the underlying code, proprietary schemas, and integration pathways necessary to safely extend VISOR reporting, SFTP delivery, and API functionality. No alternative vendor can deliver compatible modifications.
or Pursuant to ORS 279B.075 (2)(b): Provide findings supporting the determination that the goods or services required for the exchange of software or data with other public or private agencies are available from only one source.
The services are required for secure, authorized exchange of incarceration data between ODOC VISOR and OHA systems. Because VISOR is wholly proprietary, only SylogistGov can implement the new report and API enabling compliant inter-agency data exchange.
Pursuant to ORS 279B.075 (2)(c): Provide findings supporting the determination that the goods or services are for use in a pilot or an experimental project. [[Type here]Enter supporting documentation] or Pursuant to ORS 279B.075 (2)(d): Any other findings that support the conclusion that the goods or services are available from only one source. 3. Findings to satisfy required standards:
Use of a brand name specification is unlikely to encourage favoritism in the awarding of public contracts or substantially diminish competition for public contracts because: [[Type here]Enter supporting documentation] or Use of a brand name specification would result in substantial cost savings to the agency or the public because: [[Type here]Provide total estimated cost savings to be gained and rationale for determining cost savings] or There is only one manufacturer or seller of the product of the quality, performance or functionality required; because:
There is only one manufacturer and provider of VISOR system modifications meeting OHA’s required quality, performance, and functionality. VISOR is proprietary, controlled exclusively by SylogistGov, and all source code, APIs, and secure protocols are inaccessible to third parties. Using the brand name specification does not diminish competition because no other vendor can legally develop, modify, or extend VISOR functionality.
