About this file
This is a Request for Quote (RFQ) issued by the State of Oregon Department of Environmental Quality (DEQ) for alarm system monitoring services. DEQ seeks to establish a Work Order Contract under the Oregon State Security & Fire Protection Services Participating Addenda for 24/7 monitoring of burglary and fire alarm systems across eight Vehicle Inspection Program (VIP) locations: a Technical Center and administrative office in Portland, six emissions testing stations across the Portland metropolitan area (Clackamas, Gresham, Northeast Portland, Scappoose, Sherwood, and Hillsboro), and one station in Medford. The scope of work encompasses continuous monitoring from a staffed central facility, emergency response call sequencing with identity verification, maintenance of cellular backup communication, daily activity reporting, and management of employee abort code lists and emergency contact procedures. Prospective bidders may arrange pre-bid walkthroughs by contacting Bill Righter. Completed Cost Submittal Forms and Bidders Cover Sheets must be submitted electronically via the OregonBuys e-procurement system no later than 5:00 PM on Wednesday, March 4, 2026. Questions must be submitted through OregonBuys, and all amendments will be posted to that platform.
Award will be made to the responsive, responsible bidder with the lowest price. The RFQ specifies individual line items for 24/7 burglar alarm monitoring services at six locations and separate line items for fire alarm monitoring at two locations (Technical Center and Hillsboro), with costs to be provided by bidders in the Cost Submittal Form. The contractor must maintain system redundancies for power, computer, and phone lines, provide immediate response to override requests, and deliver daily activity reports available within 24 hours. All costs associated with bid preparation are the bidder's sole responsibility and will not be reimbursed by DEQ. The contract will operate under the Best Value Analysis process as described in the Oregon State Security & Fire Protection Services Participating Addenda.
