About this file
This document is Addendum #1 for Invitation to Bid (ITB) #S-29100-00013379 issued by the Oregon Department of Corrections for Chemical and Water Treatment Services at Snake River Correctional Institution (SRCI) in Ontario, Oregon. The addendum provides detailed technical specifications for cooling towers and closed loop systems, clarifying operational parameters such as seasonal operation (mid-April to end of October), water sourcing, chemical treatment processes, and maintenance requirements. The cooling tower uses city water, operates with nitrite-based chemical treatment, and requires monthly testing and chemical supply. Annual chiller inspections are permitted during system downtime between October and April, with specific provisions for cleaning and maintenance services.
The addendum indicates an estimated annual spending range of $20,000 to $25,000, with a two-year initial contract term and potential extensions up to ten years. SRCI will own controllers and pumps for chemical testing, with the awarded contractor responsible for supplying test reagents and maintaining monthly inventory. The procurement allows for single or multiple vendor awards based on qualifications, with bidders required to comply with Oregon tax laws and non-discrimination policies. Contractors must demonstrate capabilities for rapid communication, chemical container disposal, and timely reporting of test results. The bid response deadline is April 18, 2025, with an anticipated contract award date of May 1, 2025, targeting vendors experienced in water treatment services for correctional facility infrastructure maintenance systems.

Section 5.6.1 – Technical Specifications – Additions:
· 3 Cooling towers
· Cooling Towers operate from Mid-April to end of October.
· Is there continuous water loss from the closed loops? Only if there is a leak (nothing currently.)
· Closed loop treatment is nitrite based for both heating and cooling loops.
· SRCI gets barrels of chemicals for each system. Same chemicals for heating and cooling loops and barrels for towers. SRCI owns controllers and pumps to add chemicals and test chemicals daily or when the awarded contractor sends a request.
· Cooling Tower is city water. However, a softener is currently in the process of hooking to the cooling. The heater already has a softener hooked.
· Cooling Tower water is not softened before entering the towers.
· Annual Chiller inspections can happen between shut down in October and before start-up in April.
· Yearly Service Defines:
· This is service is if the towers get scaled and needs to be clean. If the chemicals and monthly services are on a regular schedule, then the awarded vendor will have the knowledge of what will be needed for this service. If additional cleaning is needed it will be performed during the down time (October – April). This service is only for the towers.
· SRCI staff will perform testing as often as needed and/or requested. Awarded contractor will supply the test reagents and keep a monthly inventory of what supplies are needed and will supply them monthly. Or by the request of SRCI staff.
· Cooling Tower Model – Marley NC8405RAN3 (see picture attached) This addendum represents and defines services and requirements for the service and maintenance for Cooling Water Towers and Closed Loop Systems. This is an addition to the ITB and should be signed and returned with the bid.
