The ERU includes seven Regional Mobilization Coordinators to assist local fire agencies and response partners before, during, and after incident response.

Intent: The OSFM intends to procure radios and accessories from a Contractor that holds a Master Agreement under the Oregon Participating Addendum, Section 5, to the State of Washington’s Cooperative Purchasing Master Agreement No. 00318, Public Safety Communications Products, Services, and Solutions, Sub-category 1.1 Radio: Single-Band Portable. The OSFM will conduct a Best Value Analysis (“BVA”) to award the Purchase Order (“PO”).The radios must provide maximum interoperability, functionality, and customization for Project 25 (P25), direct/talk-around, conventional repeater use, and specialized functions such as front panel programming that support the State of Oregon’s emergency response initiatives and nationwide roaming of conventional systems. The product must also be customizable to support the addition of trunking, encryption, and over-the-air rekeying operations.

Definitions: For the purposes of this solicitation, the terms listed below are defined as follows.

Add On - Throughout the product specifications, there may be “Add On” item specifications that describe additional features, functions, or accessories that will be considered in the best-value analysis.

An “Add On” Item is optional for the purchaser and may be requested at the Individual Purchase Order level to support a unique mission or need.

BER - Bit Error Rate

Desired Functionality -These items are not mandatory requirements; however, are considered during best-value analysis.

kHz - Kilohertz

MHz - Megahertz

Required - Throughout the products task categories, the Government may refer to a feature, function, or capability as “required.” A “required” item is a necessity for field communications, when applicable.

These required elements are mandatory for the contractor to provide and will receive significant consideration in the best-value analysis.

Shall/Must - Throughout the products task categories, the Government may state that a feature, function, or capability “shall” be included or “must” be provided. “Shall” and “must” are mandatory requirements that a contractor must meet to be considered in the best-value analysis.

Network Access Code (NAC) that was programmed into the radio’s receiver, such that the talk-around transmission will be heard by other radios on the selected channel.

Pick List A sixteen (16) item (minimum) selection list (Pick List) must be available from the keypad (without going into the preset channel program mode) for the selection of desired CTCSS, Continuous Digital-Coded Squelch System (CDCSS), and NAC on a channel-by-channel basis.

Upon selection of an item, the name of that item must be displayed for a short period of time, before the display reverts to the normal channel display.

In analog channel mode, the radio software must have the ability to specify whether the CTCSS tone/CDCSS code is to be applied to the receiver, the transmitter, or to both the receiver and the transmitter. If a CTCSS tone or CDCSS code is not selected for a specific channel (receiver or transmit or both), then the channel must operate in “carrier squelch” mode. Picklist tones/codes must be independent of pre-assigned tones/codes on a specific channel. Any standard CTCSS tone, CDCSS code, or digital NAC must be available for the picklist.

The radio should have the ability to select any NAC or CTCSS tone on a per-channel basis, in addition to a preset channel picklist.

Cloning Conventional “Zone-to-zone” cloning capability is required and must be consistent throughout a radio's life cycle. Zone-to-zone cloning ability/capability must not be limited to a specific software revision or hardware version (e.g., software version or Read-Only Memory (ROM) and/or Electrically Erasable Programmable Read-Only Memory (EEPROM) revision) but must extend to all radios of the same type regardless of date of manufacture. An interface cable for radio-to-radio cloning is a required option.

Zone-to-zone cloning is the ability to select a specific zone, or zones, to be transferred from the source radio to a target radio. The ability to select which zone(s) to copy from and write to in the target radio must also be available. It is acceptable to have a partition of zones set aside for the purpose of zone-to-zone cloning.

The ability to “lock” a zone via password shall be provided. Locking a target radio’s zone must restrict the user from overwriting the information already programmed into that zone.

“Portable-to-mobile radio cloning” is required if a manufacturer produces both a portable and a mobile radio.

The radio should support complete “radio-to-radio cloning” in addition to zone-to-zone cloning. Complete radio cloning must consist of all user-defined information including all Zone and Channel information. In a “radio-to-radio clone” the following items must not be cloned:

• Electronic serial number

• Unit Identifier (ID)

• Encryption Keys

• IP Address, if applicable

• Passwords

Front Keypad Programming Requirements

For conventional channels, the radio must be capable of front-panel programming, as outlined below. Keypad programming must not require any external hardware device to enter that programming mode.

Keypad Programmability At a minimum, the portable radio must have the following capabilities programmable from the keypad and not require any external hardware device to enter the programming mode:

• Channel Name: The ability to input, or change, an individual channel’s name must be available from the keypad.

• Frequencies: Transmit and receive frequencies must be individually programmable by channel.

• Channel Mode and Spacing: The ability to select the Mode of Operation (analog or digital) must be available on a channel-by-channel basis by the user. If the channel has been programmed via PC programmer software, the ability to change the mode of operation to either analog or digital must be available from the keypad.

• Analog Mode Squelch Control: In analog channel mode, the radio software must have the ability to specify whether the CTCSS tone/CDCSS code is to be applied to the receiver, the transmitter, or to both the receiver and the transmitter. The ability to enable or disable this function must also be available on a channel basis for receive or transmit. If a CTCSS tone or CDCSS code is not selected for a specific channel (receiver or transmit or both), then the channel must operate in “carrier squelch” mode.

• Digital Mode Squelch Control: In digital mode, user input of NAC and Talkgroup codes must be available on a channel-by-channel basis. Users must also be able to input NAC codes for receive or transmit for each channel.

• Global Positioning System (GPS) Services: If so equipped, the ability to disable the GPS receiver to save battery life must be available from the keypad.

• Transmitter Power Output: The radios must have an adjustable transmit power range of 2 and 5 watts. A high/low transmit power switch or button is required. The transmitter power should be selectable on a per-channel basis. The radios should have an adjustable transmit power range between 1 and 5 watts to extend AA battery life.

• Password Protection: The ability to input, change, or limit software passwords must be available through programming software. Radio master password protection of all programmable input data must be available. For multiple zone radios, unique password protection must also be available on a zone-by-zone basis. Password protection prevents unauthorized alteration of any front panel programmable channel or global data.
