About this file
This is a specifications document for construction work on the Cheyenne Transit Facility project in Wyoming, issued by the City of Cheyenne and the Board of Public Utilities. The specifications establish standard construction requirements, materials, and payment methods for exterior and interior renovations of the approximately 9,378 gross square foot facility located at 1800 Westland Road. Key work items outlined include mobilization and demobilization, clearing and grubbing with tree removal restrictions outside migratory bird season and requiring permits from the City Forester, storm drain and culvert installation with mandatory CCTV inspection before service release, landscape improvements including bus shelter, picnic tables, and bicycle rack installation, light pole and base installation, pavement markings, and water system isolation modifications. The project is divided into multiple bid schedules with a mandatory pre-bid meeting scheduled for March 20, 2026 at 2:00 p.m., questions due by March 27, 2026 at 5:00 p.m., addendum responses due by April 1, 2026 at 5:00 p.m., and electronic bid proposals due April 14, 2026 at 2:00 p.m. through the City's eProcurement Portal with public bid opening via Zoom immediately following. City Council approval is scheduled for April 27, 2026 (first reading) and May 11, 2026 (final approval), with an estimated Notice to Proceed on May 18, 2026.
Pricing is structured through multiple payment methods including lump sum contracts for mobilization, pavement markings, and site work at individual locations, unit pricing for light poles and bases, and force account provisions for unexpected construction costs requiring written change order authorization from both the contractor and Board of Public Utilities. Force account work compensation includes labor at payroll wages plus 66 percent overhead, actual material costs plus 15 percent, and equipment rental at rates from the Rental Rate Blue Book adjusted for Wyoming and equipment age, with invoicing only permitted for specialized fabrication or services unavailable within the contractor's organization. Mobilization payments are authorized at 50 percent with the first pay request, proportionally through 90 percent with monthly progress payments, and 100 percent following substantial completion. All work must conform to 2022 City of Cheyenne Standard Specifications, approved construction documents, and federal, state, and local laws and regulations. The contractor is responsible for all construction surveying, staking, measurement calculations, utility locates, right-of-way permits, traffic control, and storm water management, with required coordination with the Board of Public Utilities inspector for any water main system modifications.

A. Change order costs will only be expensed by a change order authorized in writing by the CONTRACTOR and BOPU. PART 4 METHOD OF MEASUREMENT AND BASIS OF PAYMENT
4.01 METHOD OF MEASUREMENT
A. The ENGINEER may direct the CONTRACTOR to perform work that was unexpected under force account. The payment to the CONTRACTOR for such work is compensation in-full and will be determined as follows:
1. Labor: For the time that workers and their immediate working foremen are engaged specifically and solely in force account work, BOPU will pay the cost of those employees’ wages at the rates shown on payroll plus 66 percent to cover any overhead. Hours shall be measured to the nearest recorded one-half hour each day.
2. Materials: BOPU will pay for the actual cost of materials approved for use by the
ENGINEER and incorporated into the work, including transportation charges
(exclusive of equipment rentals), plus 15 percent. BOPU will not issue payment without receipt of invoices substantiating the material and transportation costs.
If materials are taken from the CONTRACTOR’S stock, provide a statement certifying that the materials were taken from stock, that the quantity claimed was used, and that the price and transportation claimed represent actual costs.
3. Equipment: BOPU will pay for the rental of equipment approved by the
ENGINEER. The ENGINEER requires fully operational equipment of a size and capacity to perform the work. The ENGINEER may approve the use of equipment not meeting this requirement if furnished by the CONTRACTOR at reduced prices that are mutually agreed upon. The CONTRACTOR and the
ENGINEER will agree on whether to use equipment already available on the project or to lease equipment. BOPU will pay for equipment based on actual hours of use, recorded to the nearest one-half hour each day. If the total period of operation within a day is less than one hour, the department will consider the time as one full hour. In determining payment rates, BOPU will pay for rental of the CONTRACTOR’S own equipment at rates given in the Rental Rate Blue Book for Construction Equipment, volumes 1-4, published by Equipment Watch, adjusted both regionally for Wyoming and for equipment age.
4. Invoicing: If the ENGINEER and the CONTRACTOR agree that an item of work requires a specialist, the administrative work may be paid for based on a
CONTRACTOR or subcontractor invoice. Specialist work includes an item of work or service requiring skills, tools, or equipment unavailable within the
CONTRACTOR’S or authorized subcontractors’ organizations. If a CONTRACTOR is required to perform specialized fabrication or machining in a shop facility away from the project, BOPU may accept the charges for that portion of the
CONTRACTOR’S work as an invoice billing to which 5 percent has been added.
BOPU will base its payment for specialty work or service on current market price. In all other instances, BOPU will not pay for invoicing or related administrative tasks.
5. BOPU will not pay additionally for items or services already covered by or inherent to the contracted scope of work (such as general superintendence, use of small hand tools, or the provision of storage facilities).
4.02 BASIS OF PAYMENT
A. Payment for any force account work will be made in whole following completion and acceptance of the work.
