About this file

This is an Attachment F form for a Certified Disadvantaged Business Outreach Plan submitted in response to Oregon's Request for Proposals (RFP) S-10000-00015195 for Degree Verification Services, administered by the Department of Administrative Services (DAS) Procurement Services. The document establishes requirements for proposers to demonstrate commitment to providing equal opportunity participation for Oregon-certified firms in contract performance and subcontracting activities.

The form requires proposers to identify their own certification status under Oregon Revised Statutes 200.055 by the Oregon Certification Office for Business Inclusion and Diversity (COBID), including classifications as disadvantaged business enterprises (DBE), minority-owned businesses (MBE), woman-owned businesses (WBE), service-disabled veteran-owned businesses (SDV), or emerging small businesses (ESB). Proposers must document prior contractual relationships with certified firms from the preceding two years and identify potential subcontracting opportunities with associated dollar values. Additionally, proposers must describe specific steps to solicit certified firms for subcontracting work if awarded the contract and indicate willingness to report subcontractor identities and values to COBID. The outreach plan information is explicitly stated as non-scored in the evaluation process, meaning it does not factor into proposal scoring but serves as a compliance and commitment mechanism to ensure certified firms receive equitable opportunities to participate in state-funded contract performance.
