About this file
This is a Request for Applications (RFA) issued by the Oregon Department of Human Services, Office of Child Welfare Programs, for the expansion of Qualified Residential Treatment Programs (QRTPs) serving children ages 10 to 18 in the state's legal care and custody. The RFA seeks licensed Child Caring Agencies capable of providing Behavior Rehabilitation Services (BRS) to children with significant behavioral and emotional needs, including those exhibiting aggressive behaviors, sexually harming behaviors, substance use, commercial sexual exploitation, and complex co-occurring mental health and developmental disabilities. Applicants must be licensed as Child Caring Agencies per Oregon Administrative Rule and obtain a Residential Care Program CCA license within 180 calendar days of successful application. The application deadline is December 31, 2029, at 3:00 PM Pacific Time, with reviews anticipated within 60 business days. ODHS anticipates awarding multiple contracts, with an initial term through the end of the current legislative biennium and renewal options up to a cumulative maximum of six years. Applications must be submitted electronically through OregonBuys and include four components: Applicant Information and Certification Sheet, Technical Response (limited to 30 pages), Responsibility Inquiry, and optionally a Disclosure Exemption Affidavit.
Applicants must provide integrated Medicaid-reimbursable clinical supports in facilities not exceeding six children, with trauma-informed programming, crisis intervention capabilities, and culturally responsive services. The RFA does not employ scoring or ranking; applications are evaluated on a "meet" or "does not meet" criteria by an ODHS Review Committee consisting of child welfare experts. Successful applicants will negotiate contracts substantially similar to the Sample Contract provided, with limited negotiation permitted on Statement of Work and Payment provisions but no negotiation on Special Provisions, Standard Terms and Conditions, Insurance Requirements, or Federal Terms and Conditions. Applicants must demonstrate capacity for transition planning, discharge planning, aftercare services, and family engagement. Pre-application conferences are not held, and questions must be directed to the Single Point of Contact, Louie Thomas, at louie.thomas@odhs.oregon.gov. The state encourages participation from certified small businesses, minority-owned businesses, woman-owned businesses, and service-disabled veteran-owned businesses.

2.4 OVERVIEW AND PURPOSE
2.4.1 Child Welfare Overview and Purpose
The Office of Child Welfare Programs, one of the principal agencies within ODHS, is responsible for: defining and developing safety, well-being, and permanency programs for the administration of child welfare services; proposing child welfare related legislation; and setting standards of practice and expectations by development of administrative rules and policy for the safety, well-being, and permanency of Children. CW manages a continuum of safety, family based, and out-of-home care services, including Child protective services, in-home services, out-of-home services, residential treatment, Behavior Rehabilitation Services, adoptive placements, post-adoptive services, youth transition services, and federal programing.
2.4.2 QRTP Expansion Overview and Purpose
Children who meet BRS medical necessity and appropriateness criteria, and who are recommended for a QRTP level of care, at times face challenges accessing or maintaining stability in a QRTP due to limitations within the current provider network. This is often due to the acuity and complexity of the Child’s needs. To address this gap, the Agency is actively working to expand QRTP placement options to ensure that all children with specialized needs that are recommended for a QRTP level of care are able to access these settings timely and maintain stability with ultimately a successful transition into a lower level of care. The Agency is seeking Applicants that can provide QRTP services and supports within a small milieu with highly trained staff to address both the clinical and behavioral needs of a Child.
SECTION 3: SCOPE OF WORK
The information set forth in this Section does not include all services that may be required under a resultant BRS Contract. It’s meant to give a broad overview of the required services and tasks for a specialized QRTP. For specific Contract requirements, refer to Attachment E “Sample Contract.”
The Sample Contract is representative of all options that may be required of a BRS Contracted provider depending on circumstances, qualifications, and the needs of the Child.
