About this file
This is a Quality Assurance Surveillance Plan (QASP) for the Department of Homeland Security (DHS) Management Directorate's Panama Case Management System (PCMS) Software as a Service (SaaS) solution. The QASP establishes the methodology for monitoring and evaluating contractor performance against standards outlined in the Performance Work Statement (PWS) and ensures delivery of required outcomes effectively and efficiently.
The plan defines roles and responsibilities for the Contracting Officer (CO), Contracting Officer's Representative (COR), Program Manager (PM), and Contractor, with the COR serving as the primary monitor of contractor performance and the PM overseeing implementation and stakeholder coordination. Seven performance requirements are specified with corresponding acceptable quality levels (AQL) and surveillance methods: Discovery Task (delivery of GoP IT assessment report within 30 days of award), System Uptime (99.5% availability verified monthly through automated monitoring), Technical Support (95% of tickets resolved within 24 hours reviewed monthly), User Training (95% pass rate on post-training assessments reviewed after each session), User Satisfaction (90% satisfaction score based on quarterly surveys), Security Compliance (100% compliance with GoP standards verified quarterly through vulnerability scan reviews), and Donation Process (comprehensive bill of materials reviewed 30 days prior to donation ceremony). The plan requires monthly status reports from the contractor detailing system performance and support ticket resolution, quarterly review meetings with the contractor, COR, and PM to discuss performance metrics and continuous improvement, and corrective action plans when performance standards are not met. Performance evaluation is based on documented metrics reviewed during quarterly meetings, with continuous improvement initiatives monitored by the COR based on user feedback and performance data.
