About this file
This file contains technical specifications for Item S-100 (Safety Plan, Traffic Control and Mobilization) issued by the Iowa Department of Transportation for runway marking projects at airports in Cresco, Rockwell City, and Winterset. The specifications establish mandatory requirements for contractor-submitted construction safety plans, which must be submitted within ten days after the preconstruction conference but before construction commences. The safety plan must address points of contact for the Owner, Engineer, FAA, and Contractor; emergency notification procedures; work sequence and staging plans; traffic control measures compliant with FAA Advisory Circular 150/5370-2E; foreign object debris (FOD) control procedures in Airport Operations Areas; onsite safety inspections and remediation; personnel training on safety procedures; and 48-hour advance notice to the Owner for any changes in construction operations requiring NOTAM issuance. Traffic control requirements mandate that the contractor furnish, erect, operate, maintain, move, and remove all traffic control devices in accordance with FAA Advisory Circular 150/5370-2G, with paint crews equipped with operable radios tuned to airport Unicom frequencies.
Mobilization costs encompassing preparatory work, personnel and equipment movement, facility establishment, and demobilization activities must be included in the contractor's bid as part of the contract deliverables. The specifications do not include pricing information, payment terms, contract duration, renewal options, or funding sources within this technical specification document. No specific quantities, delivery schedules, or award dates are identified in the S-100 specification item itself.
