About this file

This technical specification document, issued by the Iowa Department of Transportation, outlines the safety plan, traffic control, and mobilization requirements for airport runway marking work at two sites: Albia Municipal Airport and Sioux County Regional Airport. The contractor must submit a written Construction Safety Plan within ten days after the preconstruction conference but before construction begins, addressing points of contact, emergency notification procedures, work sequence and staging plans, traffic control measures, foreign object debris control, onsite safety monitoring, personnel training, and Notice to Airmen (NOTAM) procedures requiring 48-hour advance notice of any changes to construction operations. The project timeline specifies a start date of September 1, 2025, and final completion by September 30, 2025, with all runway marking services to be completed during this compressed one-month window. Traffic control operations must comply with FAA Advisory Circular 150/5370-2G and include continuous radio monitoring on the airport's Unicom frequency by the paint crew throughout operations.

The specification designates the contractor as responsible for furnishing, erecting, operating, maintaining, moving, and removing all traffic control devices required for the project in accordance with the approved Construction Safety Plan. Mobilization costs include all preparatory work and operations necessary for moving personnel, equipment, supplies, and establishing project facilities, as well as demobilization expenses upon project completion. The evaluation criteria for contract award will consider cost, mandatory requirement compliance, proposed staffing, time schedule, past work performance, and overall work capacity. The bid submission period runs from July 20, 2025, through August 11, 2025, with the bid opening scheduled for August 11, 2025, at 1:00 PM CDT, conducted virtually via Microsoft Teams. All bidder inquiries must be directed to the designated purchasing agent, Mallory Hunter, and the delivery terms are specified as F.O.B. Destination with the Iowa DOT designated as a tax-exempt agency.
