About this file
The document is a set of rules for electronic bid and proposal submissions established by the City of Edinburg, Texas, pursuant to the Texas Local Government Code, Section 252.0415. The rules outline the procedures for electronically receiving, securing, and managing bid or proposal submissions, including requirements for the electronic service provider, user authentication, data encryption, submission timing, and bid opening processes. The guidelines apply to all bids or proposals, with special emphasis on those valued at more than $30,000.
The rules specify technical safeguards such as unique user credentials, encrypted data transmission using SSL technology, synchronization with an atomic clock, and a time-sensitive decryption mechanism that prevents bid contents from being viewed during the bidding process. Only authorized Purchasing staff can access and open electronic bids after the established due date and time, with the system providing an audit trail of who unsealed the proposals. The document also notes that while electronic submissions are preferred, any hard copy "paper bid" responses will be opened, documented, uploaded, and released simultaneously with electronic responses, with the City of Edinburg determining the public release of information in accordance with Texas law.
