About this file
This is a Memorandum recommending other than full and open competition for a federal procurement. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) seeks to acquire one Rugged Science™ 20-inch 2U Server, part number RRM2200-30005, manufactured by Rugged Science™ in coordination with NAG LLC doing business as NAG Marine. The server is specified for software builds and testing scenarios requiring enterprise-grade compute density combined with military-grade physical durability. Delivery is estimated at seventeen weeks after receipt of order or as soon as possible. The current asset is operating at capacity and insufficient for required tasking, and this newer version provides more robust resources. The server meets military standards including MIL-STD-810 for shock and vibration, MIL-S-901D for military shock, and MIL-STD-461F for electromagnetic interference, with multiple PCIe Gen5 expansion slots and front-removable storage drives.
The recommendation justifies single-source procurement based on technical compatibility and cost avoidance. Award to any other manufacturer would require system redesign and validation approval from the sponsor, resulting in delays exceeding four months with estimated labor costs exceeding an unspecified threshold for developmental test redesign, performance verification testing, and program delays. Market research indicates this COTS product is proprietary to Rugged Science™ with NAG Marine serving as the exclusive OEM provider of Rugged Science computing, hardware, and networking devices to the United States Navy and other military branches. The memorandum includes certification statements from both the originator and contracting officer determining that only one or limited sources are reasonably available.

Subj: RECOMMENDATION FOR OTHER THAN FULL AND OPEN COMPETITION
Ref: (a) 0527-02 - Rugged Science™ (RS) 2U Server Package
1. It is recommended that other than full and open competition be used to acquire reference (a) for a quantity of one (1) each Rugged Science™ 20-inch 2U Server, part number RRM2200- 30005, manufactured by Rugged Science™ in coordination with Nag LLC doing business as NAG Marine. The total estimated cost is with delivery seventeen (17) weeks after receipt of the order or as soon as possible. This requested material represents the minimum requirements of the government.
2. The requiring authority is the Naval Surface Warfare Center, Dahlgren Division (NSWCDD), has determined this chassis rugged 20” server is in hat require this asset to perform software builds. The current asset is running at capacity, and insufficient on its own to perform required tasking. The project is currently using this brand with the original design specified by the Naval Sea Systems Command (NAVSEA) The request for the Rugged Science 20” Server is the same design as the current server; however, this newer version provides more robust resources required for current and future tasking to support form, fit and functionality test scenarios. The Rugged Science 2U Server RRM series uniquely combines enterprise-grade compute density with military-grade physical durability. It is specifically engineered to protect high-performance components from extreme environments and features a specialized, modular mechanical enclosure. The chassis is built and tested to withstand severe shock, vibration, humidity, and extreme temperatures, often aligning with Military Standard (MIL-STD) 810. Unlike standard commercial off-the-shelf (COTS) servers, the 2U chassis houses multiple PCIe Gen5 expansion slots and front-removable storage drives for high-performance workloads. The systems are built to exceed military standards like military shock in accordance with (IAW) MIL-S-901D and electromagnetic interference IAW MIL-STD-461F. Being built for extreme environments to execute applications in harsh, conditions allows NSWCDD software builds to be tested and validated utilizing the same type of hardware in the Fleet. Without this new rugged high performing server, delays caused by older under-performing assets will impact
. In addition, awarding to any other manufacturer could result in a system redesign and delays of more than four (4) months with labor cost estimated to be more than in developmental test redesign, performance verification testing, and program delays. This additional cost could not be recovered through full and open competition. In addition, any other
Subj: RECOMMENDATION FOR OTHER THAN FULL AND OPEN COMPETITION brand of equipment would require approval from the sponsor to validate the different system would meet all tasking requirements delaying the use of this equipment further.
3. Market research was performed through the review of the current infrastructure and procurements, conducting internet searches, contacting the manufacturer, and obtaining a market research quote. This market research has shown that this server was created to focus on the US Government. Additional market research has shown that this COTS product is proprietary to Rugged Science™ with NAG Marine and Rugged Science™ having a strategic Original Equipment Manufacturer (OEM) partnership. NAG Marine ruggedizes the Rugged Science™ hardware into Mil-Spec solutions. Proprietary data limits competition with NAG Marine acting as the exclusive provider of Rugged Science's computing, hardware, and networking devices to the United States Navy and other military branches.
