About this file
This is a design and construction specifications document for the City of Gainesville's Regional Transit System (RTS) solar canopy project. The RTS is procuring a comprehensive photovoltaic system installation for an employee parking lot that will generate renewable power for RTS facilities while providing shade for approximately 470 parking spaces across 207,000 square feet. The project involves a 1,058 kW DC photovoltaic panel system with an associated total budget of $4.3 million. The Request for Proposal was released on October 20, 2025, with proposals due by December 2, 2025, at 3:00 pm. Potential oral presentations are scheduled for December 16, 2025. The project must achieve Permission to Operate (PTO) by January 30, 2027. Qualified contractors must demonstrate extensive experience in PV system design and installation and provide detailed technical submittals including shop drawings, health and safety plans, and performance testing documentation.
The total project budget is strictly capped at $4,490,000, with pricing divided into two components: $4,265,000 for purchase, installation, and first-year annual maintenance, and $225,000 for workforce training. Any submittals exceeding this total amount will be automatically disqualified. The project includes a Disadvantaged Business Enterprise (DBE) set-aside requirement, with bidders required to be currently listed in the Florida Unified Certification Program (UCP) Disadvantaged Business Enterprise Directory maintained by the Florida Department of Transportation (FDOT). The project requires compliance with Federal Transit Administration (FTA) requirements, Buy America provisions, and Davis-Bacon wage standards. Proposers must provide Anti-Human Trafficking Affidavits, Buy America Certifications, Debarment Certifications, certification of no outstanding federal tax liabilities, confirmation of no recent felony convictions, and adherence to federal telecommunications equipment restrictions.
