About this file

This is a specification document issued by the Illinois Office of the Secretary of State for the printing of Monthly Certificate of Passenger Protection decal inserts for the 2027 calendar year. The project requires the production of 254,012 transparent or white plastic pressure-sensitive decals in twelve monthly color variations, ranging from 19,000 units in January to 29,000 units in December, with one sample of each month included. Each decal measures 3/4 inch high by 2 3/8 inches wide and must be printed face-down with month-specific ink colors (ranging from orange for January to purple for December) and black copy text. The decals feature a pantographic background tint of the word "Illinois" to prevent counterfeiting and include tamper-evident security features known only to authorized personnel. Delivery must be completed on or before June 1, 2026, to the Office of the Secretary of State Winchester Distribution facility in Springfield, Illinois. Bidders must submit two color sets of proofs within five days of contract award and are required to provide twelve samples (one per month) marked with "SAMPLE" in contrasting ink to the Vehicle Services Department in Springfield.

The specification document establishes strict production controls and security requirements that bidders must address in their proposals, including vault storage protection against damage or loss, manufacturing safeguards against unlawful production, and measures to prevent emblem loss during manufacture and storage. All decals must meet weathering quality standards, remaining unchanged after 300 hours of exposure testing in an Atlas WeatherOMeter with no cracking, peeling, or fading. Overruns and underruns are limited to 1 percent, and vendors must maintain accurate registration and margins on all printing and adhesive application. The pressure-sensitive adhesive must be removable after 30 days of use but must resist removal by physical or chemical means without irreparable damage once properly applied. Subcontracting is not permitted, and the awarded vendor must be an established printer. No samples of the finished product may be retained by the vendor upon completion, and all forms must meet specifications or will be rejected by the Office of the Secretary of State.

PRINTING:

Face only:

Similar to copy attached.

Same style, size, and boldness of typeface as per Sample attached.

Printing of copy to be done so that it can be read from opposite side of glass to which decal is applied.

Entire face of decal to be printed using a Pantographic tint background of the word "Illinois". This is to aid in preventing counterfeiting of the inserts.

ADHESIVE:

The adhesive shall be transparent and applied to the entire face of the form.

The adhesive shall be suitable for adhesion to glass in the open panel incorporated in the Monthly Certificate of Passenger Protection.

The adhesive on the decal shall be consistent with the removability of the decal after 30 days of use but also must conform to the security feature detailed in the “Security and Anti-counterfeit Features” section of these specifications.

The pressure sensitive adhesive shall require no water or other wetting agent for activation.

The decal shall be capable of remaining completely affixed until it is intentionally and manually removed and shall be so made that a "destruct feature" will appear if an attempt is made to remove the insert.

Over this adhesive shall be an easily removed protective paper which shall protect the decal until ready for use.

METHOD OF

APPLICATION:

Remove protective paper from adhesive side of decal (face).

Position decal, then press firmly until tightly affixed to surface of clean and dry glass.

For application below 30 degrees Fahrenheit, Ultracene or equivalent adhesive shall be used in order to bond the pressure sensitive adhesive.

SECURITY AND

ANTI-COUNTERFEIT

FEATURES:

The monthly decal shall not be removable by physical or chemical means when properly applied, without irreparable damage.

The decals shall have security features that will prevent the act of counterfeiting. This shall be accomplished by incorporating a tamper evident indicator known only to the manufacturer, law enforcement agencies and authorized personnel of the State. This feature shall not show through the finished product until it is activated.

WEATHERING

QUALITIES:

When properly mounted to glass, the pressure sensitive decal shall be virtually unchanged after 300 hours exposure in an Atlas Weather‑O‑Meter or any other approved Industry Standard testing method using Sunshine carbons. There shall be no cracking, peeling, or fading after completion of this test. The testing is the sole responsibility of the vendor and therefore shall absorb the cost of said testing. The Secretary of States’ Office reserves the right to request the material data sheets that contain the results of the testing mentioned above. When an attempt is made to remove the decal from a glass panel during the testing, the decal must have the destruct feature that will resist an illegal transfer as outlined in the “Security and Anti-counterfeiting Features” section.

Each individual decal shall be inserted into a glassine envelope of such material and size as to prevent blocking or sticking to the envelope. The following copy is to be printed on inserted card stock.
