About this file

This document is an Addendum to the Contract Documents for the Town of Madison WTP ARPA Improvements Project. The project is being managed by the Rapidan Service Authority (RSA) and is located in Madison County, Virginia. The project entails the installation of a new 0.25 MGD flocculation/sedimentation/filtration train to provide redundancy for the existing single-train system. Additional project elements include intake rehabilitation, a pre-engineered filter building, new electrical service, yard piping, electrical and controls, and furnishing and installing all ancillary components. A mandatory pre-bid conference was held on June 15, 2023, and sealed bids are due by 11 AM on July 20, 2023 at the RSA Ruckersville Office.

The Addendum provides updates and clarifications to the contract documents, including changes to drawings, additions of new notes, and responses to questions from bidders. Key updates include requirements for butterfly valve specifications, a two-stage construction sequence, notification of plant shutdowns, turbidity meter locations and specifications, and updates to electrical drawings and schematics. There are no changes to the project manual or pricing terms noted in the Addendum. The project is funded through the American Rescue Plan Act (ARPA) and does not have any prevailing wage or Davis-Bacon requirements.

Questions & Responses:

Question 1: The specs call for the contractor’s qualification to be submitted within 5 days of submitting bid. The Bid Form notes the qualification is to be submitted with bid. Can the qualifications be submitted after the bid by the low bidder?

Response 1: The contractor’s qualifications can be submitted with the bid or alternatively the qualifications must be provided by the apparent low bidder within five

(5) days of being requested by OWNER after the bid.

Question 2: When is the last day to submit questions?

Response 2: The last date and time to submit questions is 5:00 PM on July 6, 2023.

Question 3: Does AIS or prevailing wage and/or Davis Bacon requirements pertain to this project?

Response 3: No.

Question 4: What brand of electric actuators are needed for the plug valves? Bray electric actuators are mentioned on the butterfly valves but nothing on the plug valves.

Response 4: Electric actuators for plug valves for open/close (FV) service and modulating (FCV) service shall meet requirements specified in Item K on D-002 and shall be Rotork, Limitorque, or AUMA.

Question 5: There’s only one plug valve (#41 on drawing D-102) that calls out that it’s modulating. Are the rest supposed to be open/close? There’s nothing clarifying what they’re supposed to be.

Response 5: Valves with electric actuators identified on the C and D drawings indicate open/close service with the designation “FV” or “open/close” or “Electric Actuated”; for modulating valves identified on C and D drawings, modulating service have the designation of “FCV” or “modulating”. Drawing C-104 (Yard Piping) identifies additional plug valves for the project, both modulating (FCV) and open/close (FV). Drawing E-602 (updated attached) identifies each valve for the project with FV or FCV. Drawing E-604 (Panel Schedule) also identifies all electric actuated valves with FV or FCV.
