Two materials are still in technical clarification. We hope to address these two cases in our future proposal. If we cannot resolve in time, these will be No-Bid. Again, column H provides supporting information for the change.

3. Question: Parts Packaging (Mil-Spec or Commercial)

Based on previous feedback, we have added column I to the pricing tab to call out materials requiring Mil-Spec packaging as indicated by yellow highlights. Additionally, column J is added to callout RRSA packaging previously accepted as meeting Mil-Spec requirements. To meet expectations, please provide the current USCG Mil-Specs for any materials requiring packaging other than commercial packaging.

Coast Guard Response: CONCUR with column I packaging required and added B.619 and B.617 for MIL-SPEC MIL_Spec packaging requirements are listed in the RRSA Parts Purchase SPEC (5.0 Preservation/packaging, packing, marking and bar coding). The Specs (Attachment 1) were provided when the solicitation was issued.

4. KIT Content Clarification

RRSA has made an audit of the kits identified on tab "KITS, Part number Disclosure". Please note there are some material changes in the kit. These changes are highlighted in orange with notes in column E. All material changes are same form, fit, and function.

Coast Guard Response: CONCUR with findings and LREPL approves recommended material changes.

5. Minimum Order Limits

At this time, RRSA does not have minimum order requirements. If possible, please consider a minimum order limit less than the $500,000.00 proposed. If it is necessary to call out a minimum order limit and a lower limit allowed, please consider adjusting this amount to somewhere between $1,000 and $10,000 per order. A lower limit will allow for greater flexibility and more responsive shipping. If the USCG agrees to allow the contractor to establish the minimum, RRSA will propose a value and any legal edit as part of a formal proposal.

Coast Guard Response: Noted. Paragraph C.11 (FAR 52.216-19 ORDER LIMITATIONS (OCT 1995) of the solicitation has been amended reflecting a minimum order of $1,000.00.

6. Lead Times

In the case of lead times, while many maintenance materials are readily available, other items may involve longer lead times due to service demand, inventory costs, manufacturing times, etc.

Some slow-moving items may not even be manufactured until receipt of an order and have lead time of many months. With this understanding lead times can very significantly depending on the material required. At the moment, the solicitation identifies a set 180-day lead time for all materials. Is it possible to consider lead times by material number? Or perhaps category (e.g.

short, medium, and long lead time.). If so, we can provide lead times for each material and categorize those items as on-hand (one-week), planned (2 months), and built upon order (18 months for items like crankshafts.) just an example.

Coast Guard Response: The lead time will be set for 180 days with the exception of such parts as a crankshaft or similar that have longer lead times. As such, parts ordered with longer lead times will be communicated by RRSA to the Coast Guard. Paragraph B.5 (Place of Delivery – Destination) has been revised.

6. Ship-to locations

This solicitation calls out a specific delivery location (401 Hawkins Point Rd) in section B.5;

however, page 40 states: "The Government may issue orders requiring delivery to multiple destinations or performance at multiple locations." Do we have the possibility to identify these locations in the solicitation or restrict to CONUS?

Coast Guard Response: No. The primary shipping address will be 401 Hawkins Point Road in Baltimore, MD. On certain occasions, due to urgent shipping or needs, the COR may identify an alternate shipping address of parts. This alternate location will be approved by the KO, after being informed by the COR, and communicated with RRSA for awareness. Paragraph B.5 (Place of Delivery – Destination) and paragraph C.12(c) have been revised. Deleted “The Government may issue orders requiring delivery to multiple destinations or performance at multiple locations from para C.12(c).

7. Freight costs

Is this solicitation strictly for stock orders to locations within the Continental United States?

RRSA pricing includes domestic economy shipping to the first destination within the Continental United States. If exports or expedites are required, what contract mechanisms are available to care for additional costs? For instance, we have the ability to use a customer FedEx or UPS number to directly pass through cost of expedited freight. We also have the ability to permit customer pick up from our location in Brownstown, Michigan if so desired.

Coast Guard Response: Yes, this solicitation is strictly for stock orders to locations within the Continental United States.

Coast Guard Response: Noted. Paragraph C.11 (FAR 52.216-19 ORDER LIMITATIONS (OCT 1995) of the solicitation has been amended reflecting a minimum order of $1,000.00.
