Section I - Introduction
INTRODUCTION
OVERVIEW
A. Agency Information: The U.S. Railroad Retirement Board (RRB) is an independent federal agency that administers a retirement and survivor benefit program for railroad employees and their families. The RRB was established by the Railroad Retirement Acts of 1937 and 1974. Its benefit program was the forerunner of the more familiar social security system. The Railroad Retirement System is unique inasmuch as it is the only federally administered benefit program covering a single private industry. The RRB also adminis-ters the Railroad Unemployment Insurance Act which provides unemployment and sickness benefits to railroad employees. The RRB is headquartered in Chicago, Illinois. As of April 30, 2014, The RRB has 900 employees staffed nationwide. The RRB is managed through seven separate organizations as indicated in the attached organization chart (See Attachment D).
B. Requirement: - The RRB is seeking an enterprise wide managed “secure hosted” Learning Management System (LMS) for no more than 1,000 users. The LMS must be hosted with an https: secure link (FIPS 140-2 compliant, as amended between the RRB and the provider). The RRB desires around the clock accessibility, however, at a minimum; the LMS shall be available Monday through Friday, 6:00 am to 6:30 pm Central Time for its headquarters staff in Chicago as well as for the 53 field offices located nationwide (See Attachment A for locations). The LMS also needs to be accessible by RRB personnel working/connecting remotely. The LMS must be accessible and viewable on all mobile devices such as smart phones and tablets. The contractor must have a “library” of off-the-shelf general office/business courses such as leadership, management, communication skills, customer service, etc., along with the ability for the RRB to write and post its own courses for use on the LMS. The contractor is expected to be able to create and store course completion certificates, along with RRB personnel being able to upload any other non-LMS course completion certificates earned into the LMS for storage/reviewing. The contractor shall also provide customer and technical support from 8:00 AM - 4:30 PM Central Standard Time, Monday through Friday via phone and/or email with an email turnaround time on support no longer than one business day.
The RRB desires a firm-fixed price contract.
C. Questions pertaining to technical aspects of this Procurement must be submitted no later than 3:00 pm CDT, Wednesday, July 3, 2014. All questions must be sent by email to: proposals@rrb.gov . The RRB will not furnish technical information over the phone or in person.

Section III - Statement of Work
SOW / SOO
ENTERPRISE WIDE SECURE HOSTED LEARNING MANAGEMENT SYSTEM (LMS)
A. Summary: - The RRB is seeking an enterprise wide managed “secure hosted” Learning Management System (LMS) for approxim-ately 1,000 users. The LMS must be hosted with an https: secure link (FIPS 140-2 compliant, as amended) and be made accessible around the clock throughout the United States for its headquarters staff in Chicago as well as for the 53 field offices located domestic-ally (See Attachment A for locations). The LMS also needs to be accessible by personnel working/connecting remotely either by the internet or through the RRB's Virtual Private Network (VPN). The LMS must be made accessible and viewable on all mobile devices such as smart phones and tablets. The LMS must have a library of courses of “soft skills and technical” training packages that apply to general office environments, that are updated and current. The contractor shall provide a minimum of 1 Terabyte of storage. The con-tractor shall also provide customer and technical support from 8:00 AM - 4:30 PM Central Standard Time, Monday through Friday via phone and/or email with a response time for support no longer than one business day.
The RRB is currently operating all workstations and laptops on Windows 7.
B. LMS General – The contractor shall provide an enterprise wide secure hosted LMS that will be for the 1,000 users based in the RRB Headquarters located in Chicago, IL, and the 53 field offices based throughout the continental US (See Attachment A for loca-tions).
Document Number: RRB14R0016 PROCESSED Page 17 of 40
C. General Requirements:
1.Set up and design of the RRB LMS shall be completed solely by the vendor. The contractor is to input/migrate data from both the current Oracle platform in the Human Resources system (CHRIS) and import all data from the current LMS, including current registered users, courses completed, and courses designed by the RRB.
a. Contractors please note that as of May 1, 2014, the RRB has approximately 1 GB of storage in various file formats housed on our current LMS. The RRB has SCORM zip files, pdf files, jpg files, glossary and lesson plan pages that are housed directly in the LMS as html pages.
b. Contractors please note that as of May 20, 2014, the RRB has approximately 1,400 training records.
The RRB is estimating 2 GB worth of data storage at GSA’s CHRIS website. File formats are addressed in Attachment B, the Office of Personnel Management (OPM) in accordance with OPM’s Guide to Data Standards, Part C: Training. The RRB shall obtain a data download from both GSA and the cur-reent LMS contractor for the contractor to upload the data into its LMS.
2. Implementation will include all necessary training, to allow the RRB to operate the contractor’s LMS.
a. System administrator and teacher/course authors may us telephone or email support, but Training Ad-ministrators and users shall only use email support.
3. The LMS shall be able to support remote users via open internet or VPN that participate in the RRB’s telework (work from home) program.
4. The LMS must be made available (at a minimum) Monday through Friday, 6:00 am to 6:30 pm Central Time to all RRB staff, with a 99.0% availability. The RRB would be allowed to use the LMS at any hour that the LMS is sched-uled to be in operation. Any announced system upgrades or maintenance done during non-working hours and commu-nicated to all of the RRB system administrators at least 72 hours prior to the outage shall not count negatively towards the LMS availability.
5. The RRB envisions that the LMS vendor shall know and make available the space needed for the current 1,000 em-ployees. However, the RRB has created SLINs for data storage charges (See Section II) beyond the minimum 1TB re-quired by the RRB.
6. The LMS must be able to store webinar (video) presentations and PowerPoint/iSpring training materials. The RRB’s office productivity environment is Microsoft Office based, currently Office 2010.
7. All licensing, maintenance, or subscription fees shall be included in the monthly LMS pricing.
8. Section 508 Accessibility Compliant. Section 508 Compliance under Section 508 of the Rehabilitation Act of 1973 (29 U.S.C. 794d), acquisitions of electronics and information technology (EIT) supplies and services must meet the ac-cessibility standards as set forth at 36 CFR Part 1194. (See Attachment E)
D. Access: - The RRB envisions 5 levels of users. The system administrators must have the capability to give some users more than one role. The RRB envisions the below structure, however, a system that is fully customizable, allowing the RRB system administrat-ors to give, change, and remove SPECIFIC permissions within the LMS is acceptable. The RRB desires customizable access to the contractor’s LMS system with the following expectations:
1. User – Can take any course authorized and be able to upload all their own training certificates from non-LMS courses for storage and reporting in the LMS.
2. Reviewer/Approver – Supervisor/Manager access. Authorizes training requests, IDPs, etc… Has access to ONLY those employees in his/her supervisory line. Can check the course status for a registered user. Can pull reports on em-ployees to include approved training, training transcripts, approved IDPs, etc…
3. Training Administrator – Can run any reports authorized by a RRB administrator to check on employee training, download employee course completion certificates, and assign or approve an employee taking a course.
4. Teacher/Course Author – (AKA Content Developer) Can create a course in the LMS system, upload a course, and may also have Training Administrator privileges.
5. System Administrators – Shall have all of the privileges/access in the LMS as the Teachers, Training Administrators, Users, along with all normal administrator duties such as password re-sets, assigning users to Training Administrators, and being able to give, or take away access into the LMS.
Document Number: RRB14R0016 PROCESSED Page 18 of 40
E. Capabilities. The LMS shall include and provide to the RRB:
1. Administration capabilities – the ability of the Content Developers (AKA Teacher/Course Authors) and Administrat-ors to set the overall LMS parameters for the organization to include the management of learning programs, records management, registration and transcript management.
2. Personalized capabilities – the ability to develop electronic individual development training plans, with e-signatures to include routing to management for approval, and see them through from inception to final completion, and the ability for end-users to print their own personalized training transcripts and individual certificates.
3. Virtual course library – the ability to access vendor provided training courses for general office “soft skills” training such as oral and written communication skills, consultation skills, customer service skills, conflict management skills, leadership skills, supervisory/managerial skills, analytical skills, organizational skills, teamwork skills, etc.
4. Content creation and authoring tools – the ability to collaboratively create in-house training courses including testing and certificate capabilities and upload them to the LMS.
5. Reporting capability – the ability to migrate data from current systems, input, track, analyze and report training courses taken as well as report survey results (tabulation and analysis) and report said training details to other Federal Agencies (e.g. Office of Personnel Management) as appropriate and as needed.
6. Capability to generate custom/ad-hoc reports and save the resultant report to the Administrator’s desktop as a Mi-crosoft Office file.
7. Conditional activities which allow for sequential learning, course bundling, bookmarking in a course, learner’s pro-gress bar within a course, setup of specific roles, quiz maker and a certificate viewer.
8. End user feedback - capability allowing the end user to report on the quality of the training course(s) delivered through the LMS (survey, questionnaire, etc.).
9. Capability to track and report on a course(s) manually input by the RRB's LMS administrator(s) into the LMS, in-cluding: internal RRB No Fear Act training, internal Security Awareness training and other training (technical and soft skill) provided by outside third party vendors.
10. The LMS should allow the Content Developers, Training Administrators and System Administrators the option to create links to different websites and link and/or upload current training videos created/published by the RRB via RRB Vision or others and link and/or upload current Microsoft Office training materials/courses already created by RRB.
The LMS should allow the Content Developers, Training Administrators and System Administrators easy transfer of text to an html format by using cut and paste, be SCORM conformant, add a forum, add a picture, change the name and description of a course, create a calendar event, communicate with users via Microsoft Outlook, and delete/add courses as needed.
11. The LMS must allow for conditional activities if needed (e.g., lesson plans, quizzes, and final exams). However, not all courses will need this requirement so conditional activities should be an option. Along with conditional activit-ies, the LMS should allow a class to be set up for a specified time frame or have it as an open-ended class. The LMS should also allow a Training Administrator to dictate which group of users should be allowed to enroll in the class. The LMS should also be able to automatically send, via email, reminders to Learners, Instructors, and Training Administrat-ors about dis-enrollment and/or untimely completion of a course.
12. The LMS should offer a quiz/exam builder and certificate (proof of completion). At a minimum, the types of ques-tions offered should be: essay, multiple choice, short answer, true/false, drag and drop and random questions. Random questions are defined as a pool of questions that the system will randomly pull when an exam is administered more than once. The LMS should have the capability to build questions by categories (i.e. Medicare, Unemployment, Retirement, etc.) The LMS should allow a Content Developer or Training Administrator the option to set up grades as a pass/fail and/or percentage based.
13. Certificates of course completion for the courses provided by the contractor shall include either the number of hours of course education or the Continuing Education Points (CEP) earned by taking the course. The RRB prefers that both the hours and CEP’s are on the certificate. All RRB created courses shall allow the RRB to input instruction hours, CEP’s, or both, depending on the contractor’s system configuration.
14. The LMS should include a questionnaire/survey maker. A questionnaire maker is defined as a tool to create custom surveys and feedback forms from students that have taken a class.
15. The LMS should include a certificate viewer and a bookmarker or learner’s progress bar. The certificate viewer is
Document Number: RRB14R0016 PROCESSED Page 19 of 40 defined as a tool that allows Training Administrators and Instructors the option to view all certificates produced from the LMS. A bookmarker or learner’s progress bar is defined as a tool that tracks completion rate within a course and also allows a Training Administrator and Instructor to see where all users are located in a course.
16. The LMS must have the capability of requesting the user electronically complete/register for a class by completing an electronic form version of the attached Standard Form (SF) SF-182 form (See Attachment C) prior to or after the completion of a training course (or bundled courses).
F. System Availability: The requirement for system availability on the solution is 99% measured from Monday through Friday, 6:00 am to 6:30 pm Central Time. The system should be immediately available to users once a training solution is uploaded. The Vendor’s LMS should be automatically backed-up a minimum of every six hours. Notwithstanding the required availability, the RRB desires that the LMS be accessable to RRB users outside of regular working hours weekdays and weekends primarily for employees to take learning courses. (See III.J.1 also)
G. LMS Functional Requirements - The secure managed hosted LMS should allow the RRB to develop, access and analyze, through a virtual course library, an array of courses for different subject areas (“soft skills”- like customer service, writing and leadership train-ing, etc.) in a multimodal course delivery fashion.
