Amendment A-1

OIG’s Response to Vendor Questions Regarding Solicitation Number RRB11R004 Question 1:

Is this work a recompete of an existing incumbent contract or a new opportunity? If there is an incumbent, please provide the following information:

· Name of the incumbent contract

· Contract number

· Award date

· Expiration date

· Total value, including any and all options

· Technical or PM POC

Answer 1:

No, this is not a recompete.

Question 2:

It appears that the Contracting Officer under Section G has authority under Section G.1.1(d) to change any of the expressed terms, conditions or specifications of the contract. Is the Contracting Officer willing to entertain any of the following modifications, deletions, and/or additions:

a. Dispute resolution via final and binding arbitration pursuant to the Administrative Dispute Resolution Act of 1996, 5 U.S.C. Sections 571-583? If not, then would consideration be given for a federal bench trial?

Answer 2a:

No.

b. Limiting the contractors liability to an agreed upon dollar amount?

Answer 2b:

No.

c. Illinois law as the applicable law?

Answer 2c:

No.

d. Modifications to the Information Privacy Certification by Contract to permit the Contractor to retain one copy of documentation, electronic data and information received from the Agency to the extent necessary to comply with professional work product documentation requirements?

Answer 2e:

Yes.

Question 3:

Please clarify the minimum experience requirements in Section L5. Section L5.2 states “Qualifying experience is not restricted by type of plan sponsor or beneficiary group. Such experience includes, but is not limited to, multi-employer, single employer, Federal, state, public, corporate and union plans”. Section L.5.3 provides minimum experience requirement for the Principal actuary with respect to the valuation of a multi-employer plan, and Section L.5.4 provides minimum experience requirements for the Firm with respect to actuarial audits of multi-employer plans. For the purposes of Section L.5.3 and L.5.4, does qualifying experience include, but is not limited to, multi-employer, single employer, Federal, state, public, corporate and union plans?

Answer 3:

For purposes of L.5.3 and L.5.4 the qualifying minimum experience specifies multi-employer plans.

Question 4:

Please provide a copy of the 1997 actuarial audit report produced by Watson Wyatt.

Answer 4:

This report will not be provided. Reference to this report is deleted.

Question 5:

What is the extent of data review required for this assignment? Is any review of individual data needed?

Answer 5:

There are eight EXCEL workbooks in the actuarial model. Each workbook that projects benefits has four worksheets: one to provide census input; one to provide actuarial assumption; one to do the calculation and one to accumulate the results. Other workbooks may have up to 12 worksheets. Individual data will need review during the option years of FY 2012 and FY 2015 only.

Question 3:

Should the fee proposal be submitted in the format of Section B of the RFP, on Form 1449, or both?

Answer:

The fee proposal should be submitted on both.
