RR-25-6002 Addendum 1 Summary

This is an addendum to an Invitation for Bid (IFB) issued by the State of Illinois, Chief Procurement Office, for systemwide pavement repair services across Illinois state facilities. The procurement solicits competitive sealed bids for comprehensive pavement restoration and maintenance work, with electronic submissions required through the BidBuy platform in accordance with CPO Notice 2023.12. The bid deadline is March 17, 2026, and all bids must remain firm for 90 days from the bid opening date. The State will award the contract to the lowest priced responsive and responsible bidder meeting all specified criteria, with evaluation prioritizing responsibility and responsiveness assessment before price consideration.

All responding vendors must submit required documentation electronically, including vendor disclosures, taxpayer identification numbers, proof of authorization to conduct business in Illinois, and standard state certifications. Bidders must complete comprehensive disclosure forms addressing compliance with Illinois Department of Human Rights registration requirements (for companies with 15 or more employees), drug-free workplace certifications, anti-bribery compliance, and environmental law adherence. Illinois businesses headquartered and operating in the state for at least one year prior to bid advertisement may qualify for bid preference if subject to applicable state taxes and providing construction services; eligible bidders must submit the Affidavit for Illinois Business Bid Preference with supporting documentation. Vendors are encouraged to identify as minority-owned, women-owned, disability-owned, disadvantaged, or veteran-owned businesses. All awarded vendors must maintain comprehensive insurance coverage including $1,000,000 in general commercial liability per occurrence and workers' compensation insurance, and contracts valued at $1,000 or more are subject to a $15 administrative fee deducted from the first payment.
