Re: Request for Information Received from Plan Holders

QUESTION #1

“THERE ARE NO PAY ITEMS CONTAINED IN THE BID DOCUMENTS FOR EXPLORATORY

EXCAVATION. THESE FOUNDATIONS ARE QUITE OFTEN IN THE VICINITY OF ISTHA POWER AND

FIBER. WILL THE ISTHA CONSIDER ADDING PAY ITEMS AND QUANTITY FOR EXPLORATORY

EXCAVATION BOTH HAND EXCAVATING AND VACUUM EXCAVATING? THANK YOU.

ANSWER #1:

The intent via General Note 9 was for the Contractor to identify the general location of the utilities in the immediate area of a proposed sign via J.U.L.I.E and the Tollway’s utility locate process. It is anticipated this information would be sufficient to determine if the sign location would need to be modified to avoid any nearby utilities, without the need for subsurface exploration. In the rare instance utilities are in close proximity and a modified location cannot be identified clear of these utilities, the pay item JT154119 “Allowance for utility potholing for unforeseen utility relocation” has been added in the addendum. An associated special provision has also been added.

QUESTION #2

WHAT IS THE MAXIMUM ECP BID CREDIT THAT CAN BE APPLIED TO THIS BID?

ANSWER #2:

The Bid Credit Cap for this contract is $30,000.00 as shown on page P-4 of the Volume I Required Documents.

QUESTION #3

“PAY ITEM 50800205 IS FOR REINFORCEMENT BARS, EPOXY COATED HOWEVER IN VOLUME 2

SPECIFICATION PAGE J-17, ARTICLE 1006.10 IS REVISED TO ADD STAINLESS STEEL

REINFORCEMENT BARS. PLEASE CONFIRM IF EPOXY COATED REINFORCEMENT BARS OR

STAINLESS STEEL REINFORCEMENT BARS SHALL BE USED ON THIS CONTRACT.”

ANSWER #3:

Article 1006.10 is shown revised on J-17 because the Tollway’s REINFORCEMENT BARS special provision is meant to be used for everything with reinforcement bars, regardless of if they are stainless or not. The IDOT Standard Specifications doesn’t have any material requirements for stainless steel in it, so the Tollway added material requirements in this special provision for projects that use it. The Basis of payment section on J-19 clearly states that the item being used on this contract is “Reinforcement Bars, Epoxy Coated”.
