About this file

This is a Performance Work Statement (PWS) for the RQI-GO Manikin eLearning and Certification Platform acquisition by the Defense Health Agency. The requirement is for a brand-name or equal product that provides a manikin system inclusive of eLearning support and credentialing capabilities for Basic Life Support (BLS), Advanced Life Support (ALS), and Pediatric Advanced Life Support (PALS) training and certification. Vendors proposing "or equal" products must submit detailed technical specifications for government review and approval alongside their pricing proposal using the SF1449 form. The NAICS code is 611710 (Educational Support Services) and the PSC is U009 (Training and Related Services). Proposals should be submitted via email to Matthew S. Tsueda (Matthew.s.tsueda.ctr@health.mil), the designated point of contact.

The PWS document establishes the technical and functional requirements for the eLearning platform and manikin system that will support BLS, ALS, and PALS training delivery and credentialing. The acquisition prioritizes systems meeting the specified performance standards, with government discretion to approve alternative products that demonstrate equivalent capability. Vendors must clearly identify whether they are proposing the brand-name RQI-GO product or an alternative solution, with all alternative proposals requiring comprehensive technical documentation to facilitate government evaluation and ensure the selected system meets training and certification objectives.
