About this file
This is an Addendum #1 to solicitation RP009-23 issued by the Gwinnett County Board of Commissioners in Georgia for a Safe and Equitable Multimodal Access Study. The addendum clarifies key aspects of the procurement process and project scope. The County will contract with a single prime consultant responsible for ensuring subcontractor compliance. Proposal submissions were due by 2:50 p.m. on February 15, 2023, with the scoring committee reviewing proposals following the proposal opening on that date. If interviews are determined necessary by the scoring committee, they will be scheduled with short-listed firms at the completion of Phase I of the Selection Procedures. The study encompasses three LCI (Low Commitment Infrastructure) Areas with focus on identifying strategies for multimodal corridor improvements, access and connectivity enhancements, and placemaking initiatives. LCI Areas 2 and 3, located in the Mountain Park Community, will receive more comprehensive examination through the development of Small Area Plans, with each area studied as an activity node.
The study seeks to identify land-use, economic development, connectivity, and placemaking strategies to encourage redevelopment while addressing issues including lack of diverse housing types, high commercial vacancy rates, and insufficient walkability. Recommendations may encompass architectural design standards, mixed-use development promotion strategies, enhanced sidewalks and landscaping, and community building initiatives. Firms on the Gwinnett County ineligible source list are prohibited from submitting proposals. All proposing companies must have an authorized representative sign and return the addendum with their proposal submission, and failure to do so may result in the proposal being deemed non-responsive. The addendum was issued February 8, 2023, by Jake Scarpone, Purchasing Associate II.

ADDENDUM #1
RP009-23, Provision of a Safe and Equitable Multimodal Access Study
This Addendum is made part of the Proposal Documents of the above noted solicitation. Please make the following revisions to the above listed solicitation.
QUESTIONS AND ANSWERS:
Q1. Is there an additional Contractor Affidavit form for subcontractors?
A1. The County will contract with a single prime Consultant under this contract and will require only the
Contractor Affidavit and Agreement found in the RFP documents. The awarded Consultant will be responsible for ensuring compliance from any of their subcontractors.
Q2. Is there any additional information that can be shared about the schedule of events, such as interviews?
A2. The scoring committee will review proposals following the proposal opening on February 15, 2023. If the scoring committee determines that interviews are necessary, they will be scheduled with short-listed firms at the completion of Phase I of the Selection Procedures.
Q3. Are there any additional goals for LCI Areas 2 and 3?
A3. All three LCI areas are intended to identify strategies for multimodal corridor improvements, access and connectivity enhancements, and placemaking. However, the study is intended to examine LCI Areas 2 and 3, located in the Mountain Park Community, in a more comprehensive way through the development of Small Area Plans. Each of the LCI Areas should be studied as an activity node, with additional goals that include the identification of land-use, economic development, connectivity, and placemaking strategies to encourage redevelopment and address issues such as a lack of diverse housing types, high commercial vacancy rates, and a lack of walkability. Recommendations may include elements such as architectural design standards, strategies to promote mixed use development, enhanced sidewalks and landscaping, and other community building initiatives
This addendum should be signed in the space provided below and returned with your proposal. Failure to do so may result in your proposal being deemed non-responsive.
