About this file

This document is a Request for Proposal (RFP) issued by the City of Royal Oak, Michigan, seeking a comprehensive parking operator to manage its downtown parking infrastructure. The RFP covers four parking garages (approximately 2,500 spaces), ten surface lots (770 spaces), and 814 on-street parking spaces, with electronic proposals due by 12:00 pm on November 21, 2025. The contract term is expected to begin June 1, 2026, with the selected contractor responsible for full-service parking management including enforcement, customer service, revenue collection, equipment maintenance, permit administration, and special event parking management. Shortlist interviews are planned for January 2026, with a contract award anticipated in February-March 2026.

The contract is structured as a performance-based arrangement where the contractor will be reimbursed for operating costs through monthly invoicing, with all revenues remaining the property of the City of Royal Oak. The RFP requires comprehensive insurance coverage and seeks a contractor who can implement new technologies such as Flowbird pay-by-plate stations, ParkMobile mobile payment, and Park Loyalty for citation and permit management. While no specific budget range is explicitly stated, the contract appears designed for a three-year period with potential price adjustments based on actual operating costs and inflation. The city will provide essential equipment including an LPR-equipped vehicle, collection vehicle, office space, and citation devices to support the contractor's operations, with evaluation criteria focused on previous experience, performance, and overall best value to the city.
