About this file

This is a Cost Workbook for a parking operator Request for Proposal (RFP) issued by the City of Royal Oak, Michigan. The workbook accompanies the Parking Operator RFP (RO-2025-030) and requires proposers to submit comprehensive pricing for full-service parking management across the city's parking infrastructure. The scope encompasses four parking garages totaling approximately 2,121 parking stalls (11 Mile Garage with 578 stalls, New Center Street Garage with 517 stalls, Lafayette North Garage with 517 stalls, and Lafayette South Garage with 517 stalls), ten surface lots containing 770 parking stalls with approximately 23 Flowbird pay stations, and on-street parking with 814 spaces and approximately 130 Flowbird pay stations. Electronic proposals are due by 12:00 pm on November 21, 2025 (with a revised deadline of December 19, 2025), with award results to be announced following proposal evaluation. The contract is structured for a three-year term with a go-live date of June 1, 2026, and shortlist interviews scheduled for January 2026.

Proposers must complete and submit the Cost Workbook as an Excel file with the naming convention "RoyalOakRFP-RO-2025-030_CostWorkbook_VendorName," with pricing entered only in yellow-highlighted cells and no formula alterations permitted. The workbook requires detailed breakdowns of one-time purchase costs and estimated monthly operational costs across multiple categories including labor (by job classification with fully burdened hourly rates), uniforms, tools, cleaning equipment and supplies, janitorial services, annual maintenance and cleaning, consumables, counting and collections, management fees, services and supplies, and overhead costs including insurance, permits, and licenses. Proposers must also provide optional services pricing and indicate maximum price increase allowances for subsequent contract years, with all price increases to be negotiated based on actual operating costs and inflation rates. All pricing must be presented in U.S. dollars, and the City expects proposed costs to substantially align with any resulting contract unless mutually agreed-upon changes to the Scope of Work occur. The contract compensation model is performance-based and does not rely on citation volumes, with the contractor reimbursed for operating costs through monthly invoicing while all revenues remain the property of the City of Royal Oak.

Workbook Instructions Instructions

Proposers must complete this workbook and submit it with their proposal documents.

The Workbook must be completed and submitted as an EXCEL file. Please submit this document with this name:

RoyalOakRFP-RO-2025-030_CostWorkbook_VendorName

Each tab of this workbook has instructions specific to that tab. In all tabs, entries are to be made only in yellow-highlighted cells, and formulas may not be altered. Any alteration to this workbook that has not been approved by the Purchasing Agent may result in the entire submission being disqualified. This is to allow the City to properly compare prices.

All prices shall be in U.S. dollars. The City expects proposers to present a pricing model that provides a reasonable estimate of both monthly operational costs and one-time costs required to meet the scope of work as specified in the RFP. Furthermore, the City expects that the proposed costs in this pricing worksheet will be substantially the same as any contract resulting from this RFP, unless the City and the Contractor agree to changes to the Scope of Work.

Proposers shall also indicate the maximum amount by which prices may be raised for subsequent years of the contract. All price increases will be negotiated with the City, taking into account actual operating costs and the rate of inflation.

All Parking Locations Proposers must complete this workbook and submit it with their proposal documents. Each facility requires a breakdown of pricing for the specifications of that particular facility/designation. This tab includes all locations where the Proposer may be expected to provide its services. The loctaions include four (4) garages and ten (10) surface lots. Proposers shall provide pricing for each location and the City may utilize the Contractor for any or all facilities and/or utilize and or all of the services listed.

The "Labor Costs" tab requires a breakdown of labor costs by staff position. The pricing should be used to complete the overall labor cost pricing within the "All Parking Locations" tab. Pricing in this "Labor Costs" tab shall also be the basis for the addition of supplementary staff that may be required by City throughout the duration of the contract.

Bundled Pricing Proposers must complete this workbook and submit it with their proposal documents. The "Bundled Pricing" tab shall include pricing based on overall specifications with any volume-based discount available to the City for selection of the Bundled Price.

Instructions

For each job classification that will be supporting this operation, list the Position or Job Title, the Quantity of people performing that role, the Fully Burdened Hourly Unit Rate for the role, and the Estimated Number of Hours per month (per individual). Only enter data in the yellow cells. Additional rows may be inserted (best done before the table is completed). Do not adjust any formulas on this sheet.

If a certain role will have both full- and part-time employees, enter the average number of hours per person for that role (such that Quantity x Estimated # Hours should equal the total number of hours that Proposer expects to have that position staffed).

Pricing in this "Labor Costs" tab shall also be the basis for the addition of supplementary staff that may be required by City throughout the duration of the contract.

After entering all data in the yellow cells, the total row should reflect the labor cost that will be billed to the City for the Proposer to meet the scope of work as currently written.

Enter the name of each overhead cost that will be billed to the City for Proposer's performance on this operation, and include the upfront or one-time purchase cost, and the estimated monthly cost. (For a recurring cost that will not be paid on a monthly basis, determine the average monthly cost for this sheet.)

Examples of overhead costs are insurance, permits, and licenses. Direct costs related to labor, services (including outsourced services), and supplies (collectively, "operating costs") should be identified on the appropriate sheets for those categories.

It is suggested that a comment be entered for each cost to explain why it is needed and/or the benefit to the operation.

Only enter data in the yellow cells. Additional rows may be inserted (best done before the table is completed). Do not adjust any formulas on this sheet.

After entering all data in the yellow cells, the total row should reflect the total overhead cost that will be billed to the City for the Proposer to meet the scope of work as currently written.

Enter a complete description of each optional service offered by Proposer. Include the upfront or one-time purchase cost, and the estimated monthly cost. For a cost that would have a basis other than a monthly fee, Proposer should estimate the cost per month and indicate, in the Comments, how the cost is determined. For example, if the cost is a transaction fee, Proposer should indicate the cost per transaction and the estimated number of transactions each month, multiply the two, and enter as an Estimated Monthly Cost.

Proposers should also include a reference to the full description of the service in the comments section of the proposals. Additionally, the Comments should explain when the optional/enhanced service would be available to the City.

Only enter data in the yellow cells. Additional rows may be inserted (best done before the table is completed). Do not adjust any formulas on this sheet.
