About this file
This is a facility assessment report from the Kentucky Transportation Cabinet Division of Property & Supply Services for the Rowan County Rest Area located on I-64 Eastbound at Mile Marker 141. The assessment was conducted on March 4, 2005, by Bernard H. Engelman for a rest area facility constructed in 1979. The report documents the condition of multiple structures including the main rest area building/toilet rooms, vending building, picnic shelter, and storage building. The facility was found to be in generally good condition but requires several maintenance repairs.
The assessment identified specific maintenance needs including: replacing missing trim rings on soffit lighting, reattaching loose shingles, repairing crumbling concrete in sidewalks, replacing the picnic shelter roof, replacing rotten wood on the storage building door, replacing missing shingles on the storage building roof, sealing cracks in sidewalks, repairing broken curbs, and addressing drainage channel issues where soil and gravel have settled. The report also notes that the truck parking area is undersized and has resulted in vehicles overrunning curbs and creating ruts in lawn areas. Despite these maintenance issues, the report concludes that the rest area is in very good condition overall and should continue serving the public well into the future.
