About this file
This is a facility assessment report conducted by the Kentucky Transportation Cabinet Division of Property & Supply Services for the Rowan County Rest Area located on I-64 Eastbound. The assessment was performed on March 3, 2005, by Bernard H. Engelman for a rest area building constructed in 1979 (Building Inventory #: RA103-64 E1). The report details the condition of various facilities including the main rest area building, toilet rooms, vending building, storage building, and picnic shelter. The 26-year-old facility was found to be in generally good condition, though several maintenance issues were identified including loose shingles, damaged soffit vent screens, drainage problems in the picnic area, and inadequate truck parking that has resulted in curb damage and lawn rutting.
The assessment documented specific repair needs with photographic evidence, including: reattachment of loose shingles, repair of torn and rotted screens in soffit vents, repair of gutters and downspouts, regrading of concrete pads in the picnic area to address drainage issues, repair of bird netting in the picnic shelter, and repair of broken curbs and ruts from truck damage. A design flaw was noted regarding the lack of gutters over walkways, which creates pavement hazards and wet entry/exit conditions. Despite these maintenance issues, the restrooms and lobby were noted as being very clean, and the overall assessment concluded that the facility should continue to serve the traveling public well into the future.

Facility Description Rest Area Building is approximately 26 years old and is in good condition. There are some minor maintenance issues on the exterior of the building: some loose shingles; replacement screen in soffit vent; and drainage problems in the picnic area.
