About this file
This document is an Industry Day Notice for the Rough River Dam Safety Modification Phase 2: New Outlet Works and Cutoff Wall Project at Rough River Lake in Falls of Rough, Kentucky. The notice announces a virtual Industry Day on October 23, 2024 at 1:00 PM ET and an in-person session at the project site on October 24, 2024 from 11:00 AM to 3:00 PM CT. Contractors are asked to pre-register by October 16, 2024 to attend. The project involves the construction of a new approach channel, control tower, tunnel conduit, stilling basin, and cutoff wall to provide a continuous seepage barrier and reduce the risk of internal erosion at the dam. This will be an unrestricted, firm-fixed-price design-bid-build construction contract with no options. The government will also hold one-on-one sessions with prime contractors, small businesses, and unions from October 28-31, 2024 to receive industry feedback. Contractors must have an active SAM registration to be eligible for award.

PROJECT DESCRIPTION:
In 2005, Rough River Dam was classified as a Dam Safety Ac on Classifica on (DSAC) 2, which is defined by ER 1110-2-1156 as "High Urgency," where failure could begin during normal opera ons or be ini ated by an event. This ranking was established by the Senior Oversight Group subsequent to an evalua on through the Screening Por olio Risk Assessment (SPRA) program. The risk assessment cited the poten al for seepage and piping failure modes and recommended ac on to remedy these poten al risks. Well-developed kars c features and solu on cavi es throughout the region support the overall assessment.
The Dam Safety Modifica on Report (DSMR), which serves as the decision document for the project, was approved by the Dam Safety Officers within the Louisville District, the Great Lakes and Ohio River Division, and Headquarters, USACE on 17 September 2012. The annual probability of failure was es mated in the DSMR and again es mated by the risk cadre during updated risk assessments in 2016 and 2017. It was found to be above the tolerable risk guidelines. The report recommended major rehabilita on of the dam to: (1) ensure the structure's integrity, (2) lower the project risk to meet tolerable risk guidelines, (3) maintain the safety of the project, and (4) safeguard the public. Failure of the dam from seepage and/or piping would result in catastrophic effects downstream, including poten al loss of life, property, agriculture, water supply, recrea on, and flood control; addi onally, it would result in significant economic losses in Breckinridge, Hardin, and Grayson Coun es, Kentucky.
The Dam Safety Modifica on Project consists of two major phases that have been broken into mul ple contracts. The fast contract, Phase IA, was awarded in March 2014 and consisted of reloca ng exis ng State Highway 79 to the upstream slope of the dam to maintain traffic during future grou ng and cutoff wall opera ons from the dam crest. The project was completed in September 2015. The second contract, Phase 1B began construc on in October of 2015 and u lized the crest of the dam to conduct exploratory drilling and grou ng.
Approximately 150 holes were drilled through the embankment to grout the founda on below. These holes were split between an upstream and downstream line and ba ered towards both the le and right abutment. Through the course of the Phase 1B contract, the founda on condi ons encountered required modifica on of the contract to add an addi onal 150 holes to provide a complete upstream and downstream grout line for slurry control during the Phase 2 seepage barrier construc on.
The third proposed contract, Phase 2, included design of a seepage barrier consis ng of a minimum 24-inch-wide, con nuous, ver cal concrete cutoff wall from Sta on 9+50 to Sta on 25+40 to the limits and extents shown on the Contract Drawings. The project went through Agency Technical Review (ATR), Independent External Peer Review (IEPR), Constructability Evalua on (CE), and Biddability, Constructability, Operability, Environmental, and Sustainability (BCOES) reviews and was approved with the excep on of Cri cal Area A.
Cri cal Area A is the area in the dam founda on located below the conduit, which is founded on the Beech Creek Limestone. During the final IEPR of the seepage barrier, the outlet conduit was found to be structurally inadequate. The recommended plan to construct the seepage barrier around the conduit could poten ally overstress the conduit resul ng in failure. On 19 December 2017, the USACE Project Delivery Team PDT, USACE Lakes and Rivers Division (LRD), the Risk Management Center (RMC), and the Dam Safety Produc on Center (DSPC) met to discuss the pending solicita on of the Rough River Phase 2 Seepage Barrier Project. During this mee ng, USACE agreed the adver sement of the Phase 2 Seepage Barrier Project should be postponed pending the formula on, review, recommenda on, and selec on of a new design alterna ve for the Outlet Works por on of the project. The 2012 DSMR Tenta vely Selected Plan (TSP) was then considered "incomplete" and addi onal design measures were required. A Supplement to the DSMR was prepared in accordance with ER 1110-2-1156. The 2019 DSMR Supplement recommended Plan No. 4 for construc on of a new le abutment outlet works as the most effec ve design measure to make the 2012 DSMR complete. During the discussions, the Dam Safety Senior Oversight Group (DSOG) voted to change the project classifica on from DSAC 2 to DSAC 3 based on the 2017 Post Grou ng Risk Assessment. Design of this alterna ve was approved by DSOG in spring 2019. The Supplement was approved by USACE Headquarters on 22 February 2021. In FY23 an updated Risk Assessment was completed that resulted in classifica on of the project as DSAC 2 and the implementa on of addi onal Interim Risk Reduc on Measures (IRRMs). The most significant of the IRRMs that was implemented was a pool restric on that delayed the start of the Spring fill by 2 weeks and lowered the targeted summer pool by 5 feet to eleva on 490. The Phase 2 TSP now includes the construc on of several features of work. The outlet works will require a new approach channel, control tower, tunnel conduit, s lling basin, and retreat channel before the cutoff wall can be completed.
The purpose of the outlet works and cutoff wall is to provide a con nuous seepage barrier to reduce the risk for internal erosion. The period of performance for actual construc on for Phase 2 is an cipated to be no longer than as indicated in the Delivery or Performance Period Requirements (Part A, Paragraph 5). This is the final phase of the project. This acquisi on will be an unrestricted firm-fixed-price design-bid-build (DBB) construc on contract with no op ons. In-house efforts were used to complete the Phase 1 and Phase 2 design and specifica ons, to perform Construc on Management and technical oversight of the Phase 1 construc on and will be used to perform Construc on Management and technical oversight of the Phase 2 construc on. A er construc on of the cutoff wall is complete, the dam will be reevaluated for risk and the DSAC classifica on will be revised accordingly to reflect the reduc on in risk.
