STATEMENT OF WORK
DLA Strategic Materials

Roskill Reports, Data Sets and User Rights
PURPOSE:
The purpose of this procurement is to obtain material market reports and material data sets along with user rights to the data sets published by Roskill. The reports and data sets considered commercially available products and specifically produced and copyrighted by Roskill. Roskill is the exclusive publisher of these reports and data sets and therefore is the exclusive owner of the rights to the data sets.
BACKGROUND:
DLA Strategic Materials manages operation of the National Defense Stockpile (NDS).
The NDS provides long-term warehousing of strategic and critical materials defined as critical to national security. DLA Strategic Materials (DLA-SM) is responsible for producing the statutorily required Strategic and Critical Materials Stockpile Requirements Report (Requirements Report) under the Stock Piling Act (50 USC§ 98).
This report provides a comprehensive assessment of the strategic and critical materials required for national defense and provides the notification to Congress as required by the statute. The report must include the best, most reliable, and currently available data available. The data must be collected broadly from a host of reputable and reliable data sources that will support the purpose of the criticality of the report—in support of national defense. Roskill is one such respected sources of such data.
The Requirements Report is a critical source in determining the requirements for the United States National Defense Stockpile. The report, generated biannually, is the result of comprehensive econometric modeling that requires large volumes of data on some 146 industrial commodities, minerals and ores. There is no single source of data for all of these materials and acquiring current data that covers the expansion breadth of global material data is paramount. Data types needed include but not limited to, global production, global consumption, manufacturing capacity rates, material utilization rates, forecasts of global demand and more.
These types of data are required to support the econometric modeling and without these data, the modeling is not efficient or effective at producing the results needed for analyses to complete the statutory Requirements Report. DLA-SM acquires data for multiple sources because the most current data available is absolutely required to produce the invaluable assessment of stockpile requirements—Congress accepts no less.
The analyses conducted by the DLA-SM subject matter experts includes assessing decomposition of supply chains and identification of vulnerabilities, determining risk and developing mitigation strategies, which includes; acquiring and disposal of obsolete NDS materials ensuring viability of the nation’s defense and essential civilian industries in times of national emergency. DLA historically maintains continuous surveillance of commercial materials supply chains, and associated markets through review and analysis, reputable industry publications and considerable data for material mining, processing capability and capacity, as well as consumption demand, and more. The publications and data sets sought in this requirement will enable DLA officials to monitor and assess the viability of the nation’s strategic materials to both Department of Defense and civilian industries in the event of a national emergency.
Roskill data and its published material market reports are required to support the work on DLA-SM in generating the Requirements Report. Further, the data sets produced by Roskill provide a source of data to the Strategic Materials Analyses Reporting Tool (SMART). SMART is a topographic database that works using a Palantir platform or software. Its ontology is designed to work with strategic material supply chains and map or illustrate the movement of materials and products manufactured within the global supply chain for study—assessment. DLA-SM subject matter experts analyze critical material supply chains and make recommendations that will mitigate material shortfalls, or single sources of supply risks using SMART data outputs (supply chain illustrations).
SMART requires large amounts of data inputs to expand its capabilities and return valid results that reflect the most current illustrations of supply chains. Acquiring current and accurate data into SMART is required for the successful accomplishment of DLA-SM reporting mission. That requires DLA-SM to possess the right to use the data (acquired) without restriction for its econometric modeling and its use in SMART.
REQUIREMENTS:
DLA Strategic Materials seeks to acquire Roskill material market reports and the accompanying, associated data sets (as identified in Attachment A), and additional material data sets (as identified in Attachment B) along with full user rights to the data sets. There can be no substitution for any of the products listed in Attachment A and Attachment B—without exception. Attachment A includes 23 material specific reports and associated, accompanying data sets that are required to be made available for delivery (or download) within 30 days of their publication availability date. There can be no substitution or exclusion of these items. Additionally, the material data sets listed in Attachment B must include full user rights and no material data set may be substituted or excluded.
Roskill has over 50 years in the publishing industry and is recognized as a leader in global commodity market data collection, reporting and forecasts. The data sets and market reports produced by Roskill are in depth and cover a comprehensive and expansive set of data—the types of data required to produce econometric modeling for supply and demand—on a global scale. Further, these market reports cover world supply and demand, the operations of the major producers, end-use market applications, price trends, international trade patterns and demand forecasts. Roskill uniquely meets the products sought under this requirement. These products provide the most current data available on a global scale. Further, the reports sought are scheduled to be published and available within the next year. Countries worldwide as well as commodity traders and commodity producers for their forecasting and consulting services use Roskill reporting. Roskill is recognized for the quality of its data and its ability to support their processes and their analytics. The data set products sought under this requirement are immediately available and contain the most current information available.
There can be no substitutions or exclusions of the reports and data sets as set forth in Attachments A&B. All data set products must include full user rights extended to DLA- SM to use the data (acquired) without restriction for its econometric modeling and its use in SMART.
Your proposal should be made basis the price to acquire each product, inclusive of any applicable discount available, for the full set of reports, data sets, and user rights by CLIN. That is a separate pricing for the package under Attachment A—CLIN 001, and a separate bid for the data sets and user rights as a package under Attachment B—CLIN 002.
DLA-SM intends to make a single award for all products inclusive to Attachments A & B as fully described here within.
DELIVERABLES:
The contractor shall be responsible for providing electronic versions of the requested Roskill material market reports and the associated, accompanying data sets for each report—23 in total. The data sets must include full user rights extended to DLA-SM for use in its econometric modeling and its SMART platform. See Attachment A.
Additionally, the contractor will provide material data sets as listed in Attachment B (a total of 16 materials) and include full user rights extended to DLA-SM for use in its econometric modeling and its SMART platform.
All data sets (23 In Attachment A and 16 in Attachment B) shall be in an MS excel format as commercially available or in a format otherwise agreed upon by DLA-SM and the Contractor.
The Government shall have the option to add or remove or change publication quantity. In the event changes are required, the Government shall notify the contractor with a two (2) week notice of the intended change
DELIVERY TERMS:
Material Market Reports:
For 23 Material Market Reports as listed in Attachment A, reports shall be made available for delivery to DLA-SM within 30 days of publication date as provided by Roskill. All reports shall be delivered within the period of performance under this contract—one year.
Data Sets and User Rights:
For the 23 materials listed in Attachment A, these data sets with full user rights shall be made available within 30 days of publication date of the associated material market report. All data sets for the materials listed in Attachment A shall be delivered within the period of performance under this contract—one year.
For the 16 materials listed in Attachment B, these data sets with full user rights shall be made available (in total) within 30 days after award of the contract.

PAYMENT:
In accordance with FAR Clause 52.213-2 – Invoices and its prescription at FAR 13.302- 5(b), DLA Strategic Materials will pay for subscriptions in full in advance. The Contractor must submit invoices through Wide Area Workflow (WAWF).
PLACE OF PERFORMANCE:
The Contractor shall complete this work at its own facility.
PERIOD OF PERFORMANCE:
The period of performance shall consist of one year from date of award.

QUALITY SURVEILLANCE
The Government Point of Contact shall inspect reports to ensure receipt is complete and include the accompanying, associated data sets. Online access will also be tested to ensure proper access and functionality exists for any required interaction/interactivity. Further, for access to any online services work efficiently per the conditions of the contract, and as otherwise advertised by the contractor.
