Attachment C- Evaluation Factors

52.212-2-Evaluation-Commercial Items (Jan 1999)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The evaluation factors are listed in descending order of importance. The following factors shall be used to evaluate offers:

FACTOR 1 - Technical Capability FACTOR 2 - Management Capability FACTOR 3 - Staffing Experience and Key Personnel Requirements FACTOR 4 - Past Performance

Factor 1- Technical Capability, Factor 2- Management Capability, Factor 3- Staffing Experience and Key Personnel Requirements, Factor 4- Past Performance when combined are significantly more important than price.

(a) Past Performance Surveys – The Offerors should submit a total of three (3) past performance references that are similar in scope, duration, and price based on the work described in the SOW.

These should, but do not need to be, the same contracts/orders described for Relevant Experience. The Offeror shall adhere to the following guidelines in generating this list:

a. These contracts or orders must have been completed before the proposal due date.

b. The list may include contracts/orders on which the Offeror served as a subcontractor, provided that the subcontract was similar in scope, duration, and price to this effort.

c. The list should include both a contractual and technical point of contact (email addresses and phone numbers) for each of the contracts/orders.

d. If a subcontract is being used as a past performance reference, contact information for the prime contractor, not the customer, should be included.

e. The list should include the contract/order number, title (if appropriate), the period of performance, and the dollar value of the contract/order.

f. If the contract/order is not described in Relevant Experience Section of the Technical, the Offeror shall include a one page narrative the contract/order, describing the nature of the work performed and emphasizing outcomes reached.

The Offeror shall send the Past Performance Survey Attachment F to the sources that it identifies in the Past Performance. The questionnaires should be sent to the individual most knowledgeable about the offeror's performance on the identified order or program (e.g. the Contracting Officer's Technical Representative; the Program/Project Manager; or the Contracting Officer). Each reference must complete the questionnaire and send no later than August 3, 2011by 4:00p.m., E.S.T., via e-mail, to Rachel N. Wilson at Rachel.N.Wilson@hud.gov.

Offerors are cautioned that the Government may use data provided by each offeror as well as data obtained from possible other sources such as the Contractor Performance Assessment System (CPARS) in the evaluation of past performance.

(b) Options. The Government will evaluate offers for award purposed by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the other option prices are significantly unbalanced. Evaluation of option shall not obligate the Government to exercise the option.

The Government reserves the right to award a contract without discussions. The Government intends to make one award. A cost/technical tradeoff will be performed to determine the best overall value for the government.
