Attachment I - Statement of Work Social Media Advisory Services

Introduction The Department of Homeland Security (DHS), Office of Public Affairs (OPA) requires advisory services to support the Department in building effective social media communication strategies and content. These services will focus on enhancing the public’s understanding of DHS initiatives, countering misinformation, and leveraging modern communication methods to ensure cost effective social media messaging investments.

Scope of Work

The contractor will provide social media advisory services to support DHS social media communication efforts across the following key areas:

1. Content Strategy o Develop social media content strategies that shift narratives and highlight DHS effectiveness in executing priorities across homeland security and national security mission areas.

o Provide guidance on branding, messaging, and media content development for public distribution.

o Recommend targeted messaging strategies based on market segmentation research.

2. Strategic Communications o Identify audiences and target segmentation recommendations to reach specific audiences.

o Evaluate the effectiveness of communication programs and provide strategic counsel for improvements.

3. Emergency and Rapid Response Communication Support o Provide rapid-response advice and messaging support for emerging issues or crises, including those impacting public safety, national security, or homeland security.

Period of Performance

The period of performance for this contract is twelve months from the date of award.

Invoice Submission Instructions

Invoices shall be prepared in accordance with FAR 52.212-4 Contract Terms and Conditions— Commercial Products and Commercial Services (Nov 2023) (g) Invoice.

In addition to invoice preparation as required by the FAR, the Contractor’s invoice shall include the following information:

a) Cover sheet identifying DHS;

b) Purchase Order Number

c) Modification Number, if any;

d) Unique Entity Identifier (UEI) number;

e) Month/Period services provided

f) CLIN and Accounting Classifications

g) Description of services rendered in accordance with the Statement of Work.

The Contractor shall submit one invoice by the 5th day of each month (or as otherwise approved by the Contracting Officer’s Representative). Invoices shall be submitted no more than once per month.

The Contractor shall submit the invoice electronically to InvoiceMGT.Consolidation@ice.dhs.gov with a copy to the Contracting Officer, Contract Specialist, and Contracting Officer’s Representative.
