About this file
This is a Notice of Intent to Award a Sole Source Contract from the Naval Facilities Engineering Systems Command (NAVFAC) to Rocscience Inc. for proprietary geotechnical software subscriptions on a one-year term basis. The contract covers commercial purchases of six network subscriptions total: two subscriptions each for RSPile, Settle3, and Slide2 software. Rocscience Inc. is located at 54 Saint Patrick Street, Toronto, Ontario M5E 1J8, Canada.
The sole source justification cites FAR 13.106-1(b)(1), establishing that Rocscience Inc. is the only responsible source capable of satisfying NAVFAC's requirements because it is the sole developer, owner, and proprietor of these specialized geotechnical analysis tools. The software utilizes proprietary calculation engines and algorithms that are incompatible with alternative packages; no other software can meet the agency's analytical consistency requirements without risking computational errors and workflow disruption. The contract is classified under NAICS Code 513210 (Software Publishers) and Product Service Code DA10 (IT and Telecom - Business Application/Application Development Software As A Service). Interested parties may submit written statements of capabilities providing clear and convincing evidence that competition would be advantageous to the Government by the deadline of 2:00 pm ET on August 24, 2026. All responses must be submitted to erica.n.evans9.civ@us.navy.mil. The Government will not reimburse preparation costs, and any determination not to compete this requirement remains solely at the discretion of the Contracting Officer. If no responses are received by the deadline, the contract will be awarded without further notice.
