About this file

This document is a Statement of Work (SOW) for a federal contract opportunity to perform lead abatement and painting work at the Rockefeller Hall building in Acadia National Park, Maine.

The SOW requires the contractor to perform lead abatement on interior water and storm damaged surfaces throughout the Rockefeller Hall building, utilizing State of Maine approved methods. Once the lead paint is removed, the contractor will apply one coat of white latex primer to the surfaces. The work includes providing all labor, equipment, and materials to accomplish the lead abatement and painting. The contractor must have a State of Maine licensed lead abatement certification. Some areas may also contain asbestos, which the contractor would need to have mitigated by a State of Maine licensed asbestos contractor if necessary. The work is to be performed Monday through Friday during normal business hours, with no weekend or holiday work authorized. The related federal contract opportunity is Solicitation Number 140P4324R0040 for "ACADIA NATIONAL PARK - ROCKEFELLER LEAD PAINT ABATEMENT" issued by the Department of the Interior National Park Service Northeast Region.

PART 3

EXECUTION

3.1 general EXAMINATION AND PREPARATION

A. Carefully move to safe location any objects blocking access to surfaces to be painted. Cover and protect finished work, surfaces not to be painted, floor coverings, furnishings, and appliances. Use drop cloths of adequate size to protect adjacent areas.

B. Verify that substrates are completely dry, free of harmful substances, and in satisfactory condition to receive painting materials.

C. Mix and prepare painting materials in accordance with manufacturer’s directions.

D. As colors may not match precisely from one can to the next, mix paint of a given color together before starting the job.

E. Remove hardware, hardware accessories, machined surfaces, plates, lighting fixtures, and similar items in place and not to be painted or provide surface applied protection. Reinstall removed items when final coat is thoroughly dry.

F. Paint a 1 square foot section test section adjacent to the existing painted finish to verify the new paint duplicates the existing paint color and sheen.

3.2 SURFACE PREPARATION- LEAD PAINT STABILIZATION

A.

Lead Paint: The exterior surfaces of some buildings may be releasing lead paint chips and dust. The Contractor is therefore required to follow, at a minimum. the following procedures in prepping the buildings. No work will be started until the Contracting Officer has approved a plan of action. Perform preparation and cleaning procedures in strict accordance with the paint manufacturer’s instructions and as herein specified for each specific substrate condition. Observe lead safe work practices.

B. Recommended Action: Deteriorated surfaces are to be repaired to obtain a smooth surface that can be repainted. This will require corrective work starting with the removal of loose paint and dust, cleaning the surfaces and resealing the surface by painting. The purpose of this procedure is to restore the integrity of the exterior paint surface and control further deterioration of the paint. For the removal of loose paint or painted material, “wet scraping” is to be employed. This means both the painted surface and the scraping tool or sandpaper are to be keep wet with water during the removal process to minimize the release of lead dust and the dispersal of lead paint chips.

C. Because of the possibility of releasing and dispersing hazardous debris and dust during this corrective work, park visitors shall not be permitted in the vicinity of the work during the repair activities, nor shall NPS employees, unless wearing the proper PPE. The Contractor shall be required to fence or otherwise cordon off the immediate work area to prevent access or, if possible, to identify an alternate entrance to the buildings for NPS staff to use during the normal workday.

C.

Scheduling: The buildings may be occupied and in use on a daily basis. NPS staff must be permitted access during the period of the exterior corrective work. To allow normal day-to-day operations and the contract work to go on, only partial shutdown of the entry to these buildings will be permitted. A schedule will be submitted and approved by the Contracting Officer prior to any work being performed during the normal working day.

Work activities that require more than one day’s work for completion shall be scheduled so that each day’s work (including cleanup) can be accomplished within the time frame of a normal working day (7:00 a.m. to 4:30 p.m.).

Area Protection: Cover all areas immediately adjacent to and below the work with a 6-mil polyethylene film to protect the ground and to retain the wet debris and dust that will be created during the surface treatment. This covering should extend out horizontally from the base of the wall surface being treated. Although a 6-mil film is reasonably tough, avoid unnecessary traffic over this surface to reduce the chance of puncture. In addition, if the ground surface is rough, an additional layer of polyethylene may be required. Joints and tears shall be repaired immediately with duct tape.

E.

Surface Preparation: The building surfaces to be corrected shall be moistened with a fine spray of water. Loose, peeling, flaking material shall be removed from the surface(s) by wet scraping to obtain a smooth, cleanable surface to be repainted. The scraping tool should have a soft, pliable blade of plastic or rubber that will not damage or gouge the material. The blade should be rigid enough, however, to remove rough edges of the broken paint surfaces with the resulting surface free of jagged, rough edges or snags that would interfere with the bridge any remaining gaps.

During the task of wet scraping, debris shall be regularly gathered with a wet vacuum. It may be necessary to spray or re-wet fallen debris to prevent its being scattered or blown off the protective cover.

Workers should be cautioned about the hazards of walking on the polyethylene film, which is extremely slippery when wet. Care should be taken to prevent the tracking of debris off the protective covering. The workers should clean or remove shoe coverings before the area of the work.

F.

Surface Cleaning: Following wet scraping, the surface shall be cleaned with a damp sponge to remove small particles and dust. Clean with Tri-Sodium Phosphate (TSP) followed by a clean water wash. The surface shall be permitted to dry thoroughly in the preparation for repainting or resealing.

G.

Surface Sealing: The clean, dry surface shall be sealed with paint to produce a smooth cleanable surface. The paint or coating shall be applied in accordance with the Manufacturer’s instructions.

H.

Removal of Protective Coverings: Remove protective coverings at the conclusion of the corrective work or at the end of the day on multi-day activities. If protective covering is left in place overnight, all debris shall be removed from covering prior to contractor leaving job site that day.

I.

Disposal of Waste and Debris: All retained liquid waste shall be poured through a filter cloth to remove paint chips and other debris prior to disposal. Lead-based paint waste shall be collected and bagged in 6-mil or double 4-mil plastic bags.

Labelled as lead waste. The Contractor shall make provisions for the safe storage of waste, adhering to NPS requirements. The contractor shall transfer the waste to the NPS for proper disposal.

3.3 preparation and pAINTING of INTERIOR & exterior wood
