About this file

This document is an Asbestos Survey Report for Building 01 at the Naval Security Group Activity in Winter Harbor, Maine. The survey identified various asbestos-containing materials (ACMs) present in the building, including plaster, roof panels, floor tiles, subflooring, joint compound, and sink coatings. The report provides an inventory of the ACMs, their locations, quantities, and recommended response actions, which primarily consist of Operations & Maintenance (O&M) programs. The report also recommends the removal of asbestos debris located in the basement storage area. This asbestos survey appears to be related to the federal contract opportunity for lead paint abatement at Acadia National Park, as the building is located in the same geographic region.

Narrative Summary

Asbestos Survey of

Building 01

Naval Security Group Activity

Winter Harbor, Maine

Building Background Dewberry & Davis LLC (D&D) performed an asbestos survey of Building 01 on March 21, 2001. Building 01 is a two-story building with a basement and tile roof, encompassing approximately 20612 square feet of floor space. The building is constructed on a concrete slab at grade with a stone exterior finish. Building 01 is used for housing and offices.

Asbestos Survey Methods The survey was conducted under the requirements established in accordance with Environmental Protection Agency (EPA) Regulation 40 CFR 763 Asbestos Hazard Emergency Response Act (AHERA); 40 CFR 61, Subpart M National Emission Standards for Hazardous Air Pollutants (NESHAPS); and 29 CFR 1926.1101 Occupational Safety and Health Administration (OSHA) Occupational Exposure to Asbestos. All asbestos survey work was completed under the supervision of an AHERA accredited and state of Maine licensed Asbestos Inspector. International Asbestos Testing Laboratories (IATL) analyzed the survey bulk samples. IATL is accredited by the American Industrial Hygiene Association (AIHA), as well as the National Institute of Standards and Technology National Voluntary Laboratory Accreditation Program (NIST/NVLAP). Quality Control (QC) bulk samples were collected in accordance with AHERA protocols. The QC bulk samples were analyzed by Schneider Laboratories, Inc. Schneider Laboratories, Inc. is accredited by the AIHA, as well as the NIST/NVLAP. Samples were analyzed by polarized-light microscopy with dispersion staining, as well as by stratified point count method when necessary. Sample sets of homogeneous materials were analyzed until a positive identification of asbestos was made (positive stop).

Asbestos Survey Findings

Laboratory analysis of the bulk samples collected by D&D indicate that asbestos-containing materials (ACMs) are present in this building. The Chain of Custody and analytical results for this building are provided following this Narrative Summary. D&D identified 32 suspect Homogeneous Areas (HAs) and collected 77 representative bulk samples from these HAs (includes QC samples). These materials are identified in Table 1: Summary of Suspect Asbestos-Containing Materials. Based on analytical results, 9 materials contain greater than one (1) percent asbestos and therefore are considered ACMs by definition. A material, that was analyzed and found to be negative (HA12), is considered to be an ACM due to its integral relationship with positive material (HA13). An inventory of ACMs by location is presented in Table 2: Asbestos-Containing Material Inventory and Location. Sample locations are provided on the attached drawings.

Recommendations

Intact and undisturbed ACMs do not pose a significant health risk. Federal regulations require asbestos removal during building demolition and/or renovation activities. The EPA recommends a pro-active in-place Operations & Maintenance (O&M) Program whenever asbestos is identified. When ACMs are properly managed, release of fibers into the air is prevented or minimized, and the risk of asbestos related diseases can be reduced to a negligible level. The following is an assessment of ACMs identified in Building 01.

· Plaster (Skim Coat)

The plaster skim coat throughout the building is in good condition. Removal is not recommended until required during planned building renovation or demolition. The plaster should not be drilled, cut or sanded. The plaster may be covered with an appropriate non-asbestos material and left in place, but it should be enrolled in the Asbestos O&M Program.

· Lightweight Roof Panels

The asbestos-containing roof panels located on the underside of the roof are in fair to poor condition. Removal of the panels should be considered due to maintenance activity in the attic. An asbestos warning sign should be posted on the entrance of the attic, and access to the attic should be limited to those wearing personal protective equipment. If the material must be left in place, it should be enrolled in the Asbestos O&M Program.

· Vinyl Floor Tile

The asbestos-containing 12”x12” cream and brown mottle vinyl floor tile within apartment 3 is in good condition. The white stone pattern vinyl floor tile located in the basement telephone room is also in good condition. Removal is not recommended for the floor tile until required during planned building renovation or demolition. The floor tile should not be sanded, scraped or abrasively stripped. Floor tile may be carpeted or covered with a non-asbestos flooring material and left in place, but it should be enrolled in the O&M Program.

· Sub Floor

The asbestos-containing beige sub floor located throughout the building is in fair condition. The sub floor is located beneath the 12”x12” cream with brown streaks vinyl floor tile. Removal is not recommended for the sub floor until required during planned building renovation or demolition. The sub floor should not be sanded, scraped or abrasively stripped. The floor should be enrolled in the O&M Program.

· Sub Floor Mastic

The asbestos-containing sub floor mastic associated with the above sub floor within the facility is in good condition. Removal is not recommended for the floor mastic until required during planned building renovation or demolition. The floor mastic should not be sanded, scraped or abrasively stripped. The floor mastic may be left in place, but it should be enrolled in the O&M Program.

· Joint Compound

The asbestos-containing joint compound within the building is in good condition. This material is associated with the gypsum board. Removal is not recommended until required during planned renovation or demolition. The joint compound (and gypsum board) should not be cut, drilled or sanded. Due to the application of this material, all gypsum board should be considered to be asbestos-containing. The material may be left in place, but it should be enrolled in the Asbestos O&M Program.

· Non-ACM Gypsum Board (associated with positive joint compound)

The non-ACM gypsum board associated with the asbestos-containing joint compound within the building is in good condition. Removal is not recommended until required during planned building renovation or demolition. The gypsum board is associated with the asbestos-containing joint compound. The joint compound and gypsum board should not be cut, drilled or sanded. Due to the application of the joint compound, all gypsum board should be considered to be an ACM. This material may be left in place, but it should be enrolled in the Asbestos O&M Program.

· Sink Coating

The asbestos-containing sink coating in the Commanding Officer’s quarters is in good condition. Removal is not recommended for the sink coating until required during planned building renovations, upgrades, or demolition. The sink coating should not be sanded or scraped. The sink coating may be left in place, but it should be enrolled in the O&M program.

· Debris

Asbestos debris is located in the building’s basement storage area. Removal is recommended. If immediate removal cannot be performed, the space should be sealed and placarded as containing asbestos and access to the space should be controlled.
