About this file
The document is a Single/Sole Source Justification and Approval Form from the Brevard County Board of County Commissioners, specifically submitted by the Parks & Recreation Department on 09/22/2025. The request is for Rock Solid Rock, LLC to provide Coquina boulders 2'-4' in size for IRL shoreline restoration as part of a rip rap improvements project, with an estimated annual purchase amount of $275,000.00.
Rock Solid Rock is being justified as the sole source vendor because they are the only mining operation continuing to mine orange coquina boulders used in shoreline restoration in Brevard and Volusia Counties. The company was selected after research involving other potential suppliers like Pebble Junction (a distributor at $364/ton), Landscape Depot (no boulders), Gravelshop.com (distributor with 24" max size), and Space Coast Crushers (concrete only, 20" max size). The request is marked as an annual purchase and has been checked as meeting exemption criteria for being the only known item that will meet the specialized needs of the department.
