About this file

This file is a Questions and Answers (Q&A) document capturing 29 Requests for Information (RFIs) submitted by interested vendors regarding the ROBINS AFB AE IDIQ contract opportunity (ROBINSAFBAEIDIQ26), all dated July 7-13, 2026. The document provides clarification on submission requirements, evaluation criteria, and proposal formatting for the SF330 qualifications-based selection process.

Key submission details include: SF330 responses are due no later than close of business on August 11, 2026 (extended from July 28); digital submission via DoDSAFE is preferred over hard copies, with a DoDSAFE link to be provided approximately 14 days prior to deadline; the RFI question deadline is July 23, 2026 COB, with responses posted in SAM; and recency requirements specify experience within the last five years. Regarding personnel qualifications, vendors must identify key disciplines including project management, architectural, electrical, mechanical, civil, fire suppression, structural, communications, and environmental, with all personnel required to be licensed in Georgia. For Section F (Specialized Experience), there is no page limit, and vendors should reference the amended BAA for Section H page limits and overall SF330 page restrictions. Vendors must include CPARS ratings for past performance projects and limit Section E resumes to proposed key personnel only (PMs and discipline leads). The Government emphasizes evaluation preference for vendors with in-house multidisciplinary capacity rather than those outsourcing all disciplines, and clarifies that primary AE services required are Title Ia (site investigation) and Title Ib (direct design) services, with Title II services unlikely except for high-complexity projects.
