SECTION C

DESCRIPTION/SPECIFICATION/PERFORMANCE WORK STATEMENT

SCOPE OF WORK

The contractor shall provide all materials, labor, equipment, tools, transportation, permits, licenses, supervision, expertise, and other incidentals necessary to successfully complete road maintenance services including tasks and subtasks related to road blading, cleaning of culverts and ditches, road brushing, overhead trimming, and aggregate placement on National Forest roads in Arkansas and Oklahoma.

The contractor shall provide all materials, labor, equipment, tools, transportation, supervision, expertise, and other incidentals necessary, except as otherwise provided, to successfully perform road maintenance services on National Forest roads. Work includes but is not limited to grading aggregate surfaced roads, spot surface repair (crushed aggregate), clean and reshape ditches, clean and reshape wing and leadoff ditches, cleaning culverts, roadside mowing, and overhead trimming.

This is a firm fixed-price, performance based, indefinite-delivery indefinite-quantity contract for a basic period of performance of April 01, 2022 to March 31, 2023, plus two, one-year option periods, which if exercised could extend contract performance through March 31, 2025. Submission of an offer for the basic contract period constitutes an offer to perform in the option period(s), if exercised. There is no guarantee any options will be exercised.

LOCATION

Roads are located within Forest boundaries of the Ouachita National Forest and Ozark-St. Francis National Forest.

Specific work locations and maps will be supplied with each task order. Mileage listed on each task order will have been determined by odometer, or geographic information system (GIS). For purposes of the contract, quantities listed on each task order are considered actual and not an estimate.

TASK ORDER PERFORMANCE TIME

All task orders issued will include contract delivery or performance schedule in terms of specific calendar dates or contract time for completion. To facilitate timely inspections, the contractor shall inform the Government of the proposed operation schedule. The contractor shall notify the Government of schedule changes.

All work shall be performed during the time period of one-half hour after sunrise to one-half hour before sunset, Monday through Friday, unless time changes are approved by the COR or Inspector.

5.1 Road Blading: Performance time is generally one (1) calendar day for every two (2) miles ordered. On each task order, two (2) additional calendar days will be added to the performance time for move-in and move-out.

5.2.1 Roadside Brushing: Performance time is generally one (1) calendar day for every three (3) miles ordered. On each task order, two (2) additional calendar days will be added to the performance time for move-in and move-out.

5.2.2 Overhead Trimming: Performance time is generally one (1) calendar day for every two (2) miles ordered. On each task order, two (2) additional calendar days will be added to the performance time for move-in and move-out.

5.3 Aggregate Placement: Performance time is generally one (1) calendar day for every fifty (50) cubic yards or 67.5 tons ordered. On each task order, two additional calendar days will be added to the performance time for move-in and move-out.

5.4 Lead-Off and Wing Ditches: Performance time is generally five (5) per calendar day.

5.5 Culvert Cleaning: Performance time is generally five (5) per calendar day.

5.6 Secondary Road Maintenance: Performance time is generally one (1) calendar day for every mile ordered.

Performance periods for task orders may run concurrently.

PERFORMANCE OF SIMILAR WORK BY THE GOVERNMENT

Nothing in this contract restricts the Government from performing any of the work with its own organization and workforce.

CONTRACTOR REPRESENTATIVE

The contractor shall provide a contract representative for the performance of the work. The name of this person and an alternate(s) who shall act for the contractor when the contractor is absent shall be designated in writing to the contracting officer. The contractor representative or alternate shall have full authority to act for the contractor on all contractual matters relating to daily operation of this contract. The Contractor Representative designated by the contractor shall have the ability to read, write, and speak English and communicate with crew members.

CONTRACTOR ACCESS

If the contractor must unlock a gate, the Contractor is required to relock the gate upon entry and egress.

EQUIPMENT CLEANING – INVASIVE SPECIES OF CONCERN

(a) The contractor shall ensure that any equipment intended for use during contract performance, either mechanical or otherwise, shall be free from invasive species of concern before use on this contract or any subsequent task order.

(i) Prior to commencing work on a project, the contractor shall advise the Forest Service of previous equipment cleaning measures and make equipment available for inspection upon request. Forest Service shall have 2 days, excluding weekends and Federal holidays, to inspect any equipment to ensure it is free of invasive species of concern.

Equipment shall be considered clean when a visual inspection does not disclose seeds, soil, vegetative matter, and other debris that could contain or hold seeds of invasive species of concern. After satisfactory inspection or after such 2-day period, the contractor may proceed with work as directed by the Contracting Officer (CO)

(ii) If the contractor desires to clean equipment on National Forest land, such as at the end of a project or prior to moving to or through an area that is free of invasive species of concern, the contractor shall obtain prior approval from CO as to the location for such cleaning and measures, if any, for controlling impacts.

(b) The respective District Offices maintain a current list and maps of areas known by the Forest Service that are infested with invasive species of concern and are available upon request. The parties shall promptly communicate with one another with respect to description or designation of additional locations; discovery of locations of new species or new infestation; and addition of species to the list of invasive species of concern and any potential impact on contract operations.

PROTECTION OF EXISTING VEGETATION, STRUCTURES, EQUIPMENT, UTILITIES, AND IMPROVEMENTS

(a) The Contractor shall preserve and protect all structures, equipment, and vegetation (such as trees, shrubs, and grass) on or adjacent to the work site, which are not to be removed and which do not unreasonably interfere with the work required under this contract. The Contractor shall only remove trees when specifically authorized to do so and shall avoid damaging vegetation that will remain in place.

(b) The Contractor shall protect from damage all existing improvements and utilities (1) at or near the work site, and (2) on adjacent property of a third party, the locations of which are made known to or should be known by the Contractor. The Contractor shall repair any damage to those facilities, including those that are the property of a third

Ouachita and Ozark-St. Francis National Forests FAC 2022-01effective December 6, 2021 party, resulting from failure to comply with the requirements of this contract or failure to exercise reasonable care in performing the work. If the Contractor fails or refuses to repair the damage promptly, the Contracting Officer may have the necessary work performed and charge the cost to the Contractor.

(c) The Contractor shall take every precaution necessary to prevent pollution of any stream. All streams shall be kept free of Contractor generated debris. Heavy equipment shall not operate within the streamside management zones as designated by the COR. The COR will designate stream crossings if required.

(d) Improvements such as fences, gates, property boundaries, corner monuments and trees that are marked or identified with paint, signs, tags, and/or blazes shall be protected by the contractor.

(e) Trees that are located adjacent to roads, fire lines, fences, private property, right-of-ways, or other structures and are designated for treatment shall be severed and felled so as not to damage, lean on, clog or otherwise obstruct existing structures or facilities.

(f) The contractor will notify the COR immediately of any damaged structures and repair damages that have resulted from the contractor’s operations.

(g) Lead off and wing ditch structures that have been constructed for system roads shall be protected.

RE-MEASUREMENT

The Contractor may, at any time after issuance of a task order, request re-measurement of the quantity of work.

The request must be in writing. Payment will be based on the re-measurement except no adjustment shall be made for mileage changes less than .20 miles. The Government’s cost of re-measurement may be deducted from payments due the contractor.

DOCUMENTATION

The contractor is required to maintain a Work Plan and Schedule, Quality Control Plan, and Safety Plan acceptable to the Government throughout the life of this contract.

INSPECTION AND TESTING

The contractor shall make available to the Government any records, materials, and other evidence regarding inspection, testing, and quality control for any work performed under this contract for examination, audit, or reproduction. This requirement also applies to any subcontracts under this contract. The Contractor shall notify subcontractors appropriately and insert this requirement in all subcontracts under this contract.

SECTION IV - CONTRACTOR FURNISHED CRITICAL ITEMS/SERVICES

DESCRIPTION QUANTITY

Aggregate Must meet the specified state requirements. Aggregate must be from a Forest Service approved source.

Motor Grader Minimum Requirements Equipped with hydraulic sliding moldboard, Gross weight of

22,500 lbs, drawbar horsepower of 100, tractive effort with blade pull of 7,000 lbs at 4 mph, six wheels with 4-wheel drive, Wheelbase of 224 inches, Moldboard length of 12 feet, and Blade reach outside rear tires of 60 inches, or equivalent.

SECTION V – PERFORMANCE WORK STATEMENT TASKS AND CRITICAL SUBTASKS

5.1 ROAD BLADING

5.1.1 OUACHITA NATIONAL FOREST ROAD BLADING

1. Each road designated to be bladed shall receive a sufficient number of motor grader passes to accomplish the following work:

a) all ditches shall be pulled and maintained in accordance with number 8 - Ditches below.

b) all aggregate and other suitable material which has been displaced onto fill slope, ditch inslope, and into ditch line shall be reclaimed onto roadbed.

c) all ruts, potholes, corrugations, and berms shall be removed from roadbed by cutting out or scarifying to the bottom of such defects.

d) all aggregate and other suitable material acquired from performing (a), (b), and (c) shall be uniformly mixed and distributed over entire roadbed to produce proper cross slope or crown (1/4" to 1/2" per foot) such that water cannot collect or pond on the surface.

e) all scouring at the ends of drainage structures and bridges shall be repaired.

f) suitable material shall be reclaimed from fill slope, ditch inslope, ditch line, or acquired from ditch backslope and drifted over any solidly embedded rock so that no such rock is left protruding more than three inches above the graded roadbed surface. If suitable and sufficient material is not within 100 feet of the embedded rock, the Contractor will not be required to meet the three-inch maximum protruding height.

g) all existing drainage dips and swales within the roadbed shall be maintained so as to control surface drainage.

2. No undercutting at roadbed edges will be permitted.

3. No berms shall be left along either edge of the roadbed.

4. Loose rocks protruding 3 inches or more above graded surface and loose rocks 3 inches or more in diameter on surface shall be removed from the roadbed. It is permissible to waste over-sized rocks onto fill slope (not onto ditch inslope).

5. All roadbed widths shall be perpetuated as existing.

6. All down trees, logs, stumps, etc., in ditches or on roadbed being bladed shall be removed as a part of the road maintenance operation. EXCEPTION: Contractor will not be required to remove slash and other debris left by logging operations.

7. All bridge surfaces and low water structures shall be cleaned of all debris and loose surface materials.

8. Ditches

a) All ditches shall be pulled and maintained except those specifically designated by the Contracting Officer’s Representative. This work is done concurrently with the Road Blading activity and is considered as incidental to the Road Blading activity.

b) When the edge of the roadbed or the face of the ditch inslope is eroded, then these slopes shall be bladed and shaped to maintain the road edge alignment and profile. Embedded rocks shall not be dislodged from eroding ditches. All ditches shall provide proper drainage.

c) All suitable material, having the same character as the roadbed material, excavated through this activity shall be reclaimed onto the roadbed and utilized as specified in 1.d).

d) Unsuitable material pulled from ditch line shall be spread along fill-side edge of roadbed or on fill slopes without inhibiting surface drainage.

e) Handwork required to properly connect ditch flow lines to drainage structures is considered a part of this activity.

f) All wing ditches and lead-off (tail) ditches shall be cleaned their full length to provide drainage away from roadbed, with no ponding at the outlet.

9. Hand Cleaning of Culverts (30" and Less)

a) All culverts of 30" diameter (or 35" X 24") and less shall be cleaned of muck, rock, and other debris a distance equal to two culvert diameters into each end.

b) This activity also includes brushing and debris removal within a 5-foot radius at culvert inlets and outlets, catch basins, and other similar structures. Cleaning and shaping of grade ties with road ditches are included in this activity.

c) All unsuitable material, including brush, extracted in this operation shall be disposed of away from the roadbed and away from natural or man-made drainages.

10. Excessive Unsuitable Material

a) Manageable amounts of grass, leaf litter, or pine straw shall be uniformly spread within the riding surface.

b) Where grass, leaf litter, or pine straw is excessive, material will be piled in selected spots along the roadbed edges and left to decay. Care shall be taken that this material does not interfere with surface drainage.

Reusable material shall be reclaimed in subsequent bladings and smoothly spread within the roadbed.

11. Soil Conditions

a) Suitable moisture conditions for surface blading shall be from five (5) to fifteen (15) percent by weight.

b) No surface blading shall be performed when the ground is in a frozen state.

5.1.2 OZARK-ST. FRANCIS NATIONAL FOREST ROAD BLADING

1. Each road designated to be bladed shall receive a sufficient number of passes to accomplish the following work:

a. All ditches shall be pulled and maintained as described below in number 8. Roadside Ditches.

b. All ruts, potholes, and corrugations shall be removed from the roadbed by scarifying or other approved method.

c. All aggregate and other suitable material located on or in fill slopes, berms, ditch inslopes and/or ditch bottoms, shall be reclaimed and spread on the roadbed.

d. When grading, a minimum of three passes shall be made. In areas where the road is in very bad condition or in areas of significant rutting, additional passes may be required.

e. All aggregate and suitable material(s) acquired from performing (a), (b), (c) shall be uniformly mixed and distributed over the entire roadbed. This material shall be worked until a proper outslope or crown, as conditions warrant, is established so that water cannot collect or pond on the surface. This shall include shaping to prevent water from running down the length of the road.

f. Suitable material shall be placed over any solidly embedded rock so that no rock is protruding more than 3 inches above the graded roadbed surface. This requirement does not apply if suitable material is not within 100 feet of the embedded rock.

g. All exiting drainage dips, swales and other obvious drainage structures in the roadbed, shall be maintained to control surface drainage.

2. No undercutting at roadbed edges will be allowed.

3. NO BERMS SHALL BE LEFT ON EITHER SIDE OF THE ROAD, except as described in number 11.

4. Loose rocks 3 inches or more in diameter, on the surface or protruding above the surface more than 3 inches shall be removed from the roadbed. These rocks can be wasted on the fill slope. This often requires handwork.

5. Roadbed width shall NOT be changed as a result of grading operations.

6. All down trees, logs, stumps, and other debris that is in ditches or on the roadbed shall be removed as part of the activity. EXCEPTION: Any material in the roadway that is a result of logging operations is not the responsibility of the contractor.

7. All bridge surfaces and low water structures shall be cleared of all debris and loose surface materials. This often requires handwork.

8. Roadside Ditches

a. All ditches shall be pulled and maintained unless they are specifically designated by the Contracting Officer’s Representative as not to be cleaned. This may include removal of materials that are not suitable for use on the roadbed. This often requires handwork.

b. When the edge of the roadbed or the face of the ditch inslope is eroded, then these slopes shall be bladed and shaped to maintain the road edge alignment and profile. Embedded rocks shall not be dislodged from eroding ditches.

c. Ditches, after being cleaned, will provide positive drainage.

d. All suitable excavated material, having the same characteristics as roadbed material shall be reclaimed onto the roadbed as described in 1. f.

e. Unsuitable material pulled from ditches, shall be spread along the fill side edge of the roadbed or on fill slopes without inhibiting surface drainage.

f. Handwork may be required to properly connect ditch flow lines to drainage structures.

g. All wing ditches and lead off ditches shall be cleaned their full length to provide positive drainage away from the roadbed. No ponding is allowed in the ditch or at the outlet. This often requires handwork.

h. This subtask is incidental to road blading.

9. Wing Ditches and Lead Off Ditches

a. All wing ditches and lead off ditches shall be cleaned their full length to provide positive drainage away from the roadbed.

b. No ponding is allowed in the ditch or at the outlet.

c. If the wing ditch or lead off ditch runs uphill or is significantly higher than the road surface, cleaning is not required.

d. This may require handwork.

e. This subtask is incidental to road blading.

10. Culvert Cleaning

a. Culvert cleaning shall be performed on all pipes that are 30 inches in diameter or smaller and squash pipes 28 inches in height or less. These culverts shall be cleaned of muck, rock, brush, logs and other debris for a distance equal to two culvert diameters into each end. This often requires handwork.

b. Drainage basins for these culverts shall be cleared of brush and other woody debris for a 5-foot radius at the inlet and outlet. Cleaning shall include adequate shaping of roadside ditches to ensure water draining from the ditches is able to enter the culvert.

c. All unsuitable material, including, but not limited to rocks, brush and woody debris shall be disposed of off the roadway and in a location where it cannot get back into the culvert.

d. Culvert cleaning is incidental to road blading.

11. Excessive Unsuitable Material

13. No blading shall be performed when the ground is frozen.

14. Start dates may be specified on the task order or by Work Orders issued by the Contracting Officer’s Representative (COR).

5.2 ROADSIDE BRUSHING AND OVERHEAD TRIMMING

5.2.1 ROADSIDE BRUSHING

1. Roadside brushing consists of cutting woody plant growth 4 inches in diameter and less.

2. Trees larger than those specified in number 1 can be left by brushing as close to them as practical. Any standing tree inadvertently damaged by Contractor's activity shall be felled outside the roadway.

3. Brush and trees shall be cut as near flush with the ground as possible with a desired height of 6 inches or less and an absolute maximum height of 12 inches. In areas of protruding rocks and stumps, the brushing height shall be as close as practical to the objects.

4. Brushing width and height shall be as shown on Roadside Brushing & Overhead Trimming Detail. Additional clearing width shall be required at intersections and blind curves to provide safe sight distance.

5. Concentration of slash shall be removed from ditches and culvert inlets. All slash shall be placed such that it will not fall, roll, or slide into ditches or onto roadbed. All slash larger than two inches in diameter or two feet in length shall be removed from the roadbed. Rocks larger than 3 inches that roll onto the roadbed or into ditches because of the brushing operation shall be removed and disposed of by scattering on the backslope or fill slope.

6. Brushing slash shall be left so as not to be hanging in adjacent trees or brush.

7. The Contractor shall preserve and protect all the natural drains and streams on or adjacent to the work site. In the event the contractor causes debris to enter such drainages, the contractor shall remove such debris as soon as practicable, but no later than 48 hours following the occurrence and in such a manner that will cause the least disturbance to the drainages.

8. Wheeled or track-laying equipment shall not be operated in natural drains and streams except within the roadway where a road crosses such drainage.

9. On the Ozark-St. Francis National Forests, brushing work shall be accomplished before the first frost.

5.2.2 OVERHEAD TRIMMING

1. Overhead trimming consists of trimming side limbs and overhanging limbs to provide a clear height of 14 feet above the roadway width. Tree limbs shall be trimmed as near flush with the trunk as practical.

2. Overhead Trimming width and height shall be as shown on Roadside Brushing & Overhead Trimming Detail.

Additional clearing width shall be required at intersections and blind curves to provide safe sight distance.

3. Concentration of slash shall be removed from ditches and culvert inlets. All slash shall be placed such that it will not fall, roll, or slide into ditches or onto roadbed. All slash larger than two inches in diameter or two feet in length shall be removed from the roadbed. Rocks larger than 3 inches that roll onto the roadbed or into ditches because of the brushing operation shall be removed and disposed of by scattering on the backslope or fill slope.

4. Trimming slash shall be left so as not to be hanging in adjacent trees or brush.

5. The Contractor shall preserve and protect all the natural drains and streams on or adjacent to the work site. In the event the contractor causes debris to enter such drainages, the contractor shall remove such debris as soon as practicable, but no later than 48 hours following the occurrence and in such a manner that will cause the least disturbance to the drainages.

6. Wheeled or track-laying equipment shall not be operated in natural drains and streams except within the roadway where a road crosses such drainage

5.3 AGGREGATE PLACEMENT

1. Aggregate supply and spread (Item 5.3.1) consist of shaping the roadbed as necessary to accommodate aggregate before placement, supplying, hauling, and spreading the ordered amount of aggregate to the depth, width and location shown on the task order.

2. Payment will be made based on cubic yards or tons of specified material measured in the truck, or when tons are specified by weight tickets from pit scales.

3. Contractor shall provide pit source names and locations as part of their technical proposal.

For the Ouachita National Forest, aggregate shall be crushed or screened to meet Arkansas Highway Specification AR4. For the Ozark-St. Francis National Forest, aggregate shall be crushed or screened to meet SB-2 or Arkansas Highway Specification AR7. Provide name and location of source pits in technical proposal.

Source and gradation will be coordinated with the COR for individual task orders. Alternate materials, such as “crusher run” aggregate may be authorized for use in lieu of these specifications on a situational basis with no change in contract prices.

4. The contractor is not obligated to furnish aggregate in an amount less than 100 cubic yards or 135 tons on any task order.

5. For the Ouachita National Forest, haul distance will be measured from the pit source to the center of the project by odometer reading or from scaled distance on maps. Contractor shall provide the pit source name and location with the haul cost per cubic yard per mile.

5.4 LEAD-OFF & WING DITCH RECONDITIONING

This item of work is above and beyond the normal level of maintenance performed during road blading and may require the use of a dozer or excavator

1. Includes work to recondition existing lead-off and wing ditches to restore adequate drainage and vegetation clearance to allow for future access by a road grader during normal blading operations.

2. Lead-off & wing ditches to be reconditioned will be flagged on the ground by the COR.

3. Lead-off & wing ditches shall be reconditioned to provide a minimum 4% flow gradient. Lengths of reconditioned ditches will vary based on terrain and must terminate at natural ground (no berms at outlet).

4. Suitable road material reclaimed during ditch reconditioning shall be incorporated back into the roadway.

5. Vegetation to be cleared during ditch reconditioning shall be pushed to either side of lead-off/wing ditch and shall not block ditch outlet.

6. Lead-off & wing ditch reconditioning shall not take the place of ditch cleaning requirements during regular road blading.

5.5 CULVERT CLEANING

This item involves work to clean inlets and outlets of culverts pipes that are in need of more substantial cleaning beyond that required under Item 5.1 Road Blading, as determined by the Forest Service. This work will likely require the use of a mini-excavator, backhoe, etc. Culvert pipes to be included under this item shall be flagged on the ground by the COR.

Drainage basins for these culverts shall be excavated to a width of twice the diameter of the culvert on the inlet and cleared of brush and other woody debris for a minimum 5-foot radius at the inlet and outlet. Cleaning shall include adequate shaping of roadside ditches to ensure water draining from the ditches is able to enter the culvert.

These culverts shall be cleaned of muck, rock, brush, logs and other debris for a distance equal to two culvert diameters into each end. This may require additional handwork.

All unsuitable material, including, but not limited to rocks, brush, and woody debris shall be disposed of off the

Ouachita and Ozark-St. Francis National Forests FAC 2022-01effective December 6, 2021 roadway and in a location where it cannot get back into the culvert.

Lead-off ditches shall be cleared of brush and debris and reconditioned to provide a minimum -4% grade below the outlet. Lead-off ditches shall be reconditioned to “daylight” on the outlet end (no berms at outlet). Refer to Lead- Off Ditch typical drawing under item 5.4 for further details regarding lead-off ditch reconditioning requirements.

Contractor shall be responsible for repairing any damage caused during culvert cleaning.

5.6 SECONDARY ROAD MAINTENANCE

Performance for this pay item includes routine maintenance for secondary roads. It’s expected that this work would be better suited for a bulldozer than a road grader. Work includes the following:

• Surface blade the native or aggregate surfaced roadbed in a condition to facilitate traffic and provide proper drainage. It includes maintaining the Crown, Inslope or Outslope of the traveled way, turnouts, and shoulder, blending approach road intersections, reconditioning drainage dips, roadside “v” ditches, lead-off ditches, and wing ditches.

• All ruts, potholes, and corrugations shall be removed from the roadbed.

• All aggregate and other suitable material located on or in fill slopes, berms, ditch inslopes and/or ditch bottoms, shall be reclaimed and spread on the roadbed.

• All aggregate and suitable material(s) acquired during maintenance operations shall be uniformly mixed and distributed over the entire roadbed. This material shall be worked until a proper outslope or crown, as conditions warrant, is established so that water cannot collect or pond on the surface. This shall include shaping to prevent water from running down the length of the road.

• Roadway backslopes shall not be undercut.

• Rocks or other material remaining on the traveled way that are 3 inches in diameter or larger shall be removed. The unsuitable material shall be disposed of by sidecasting unless agreed otherwise.

• All down trees, logs, stumps, and other debris that are in ditches or on the roadbed shall be removed as part of the activity.

• All wing ditches and lead off ditches shall be cleared of brush and debris and reconditioned their full length to provide positive drainage away from the roadbed. No ponding is allowed in the ditch or at the outlet. Refer to lead-off and wing ditch typical drawing under Section 5.4 Lead-Off and Wing Ditch Reconditioning for further information.

• All the natural dips and drainage crossings shall be maintained to allow water to flow naturally across roadway. The dip/crossing shall be maintained to allow for smooth transitions within the roadway leading into and out of the dip/crossing. Existing aggregate in these areas shall be salvaged and spread evenly across the dip/crossing. Outlets shall be cleaned of any excess rock or debris to provide positive drainage away from the roadbed.
