12445122R0001 Questions and Answers
(Answer’s are in Bold)
Due date Feb 18th as shown on SAM.gov or March 1st as shown in the verbiage? There is no March 1, 2022 mentioned in the Solicitation document. March 31, 2023 is mentioned numerous times as the base year end date. Bids are due NLT 18 February 2022.
Based on how the breakdown of Work Orders is written, Is my understanding that no work order should be greater than 250K and that no more than 4 work orders can be open at one time for a particular contractor, and that a Cap of 2M per contractor has been established, is This correct?, if not please provide that breakdown. In reference to the $250K it is written as such: Maximum order. The Contractor is not obligated to honor- Any order for a single item in excess of $250,000. There may be task orders over $250, however each task order is competed among the contractors that get base contracts and they are not OBLIGATED to bid.
I have read that a Safety Representative needs to be on the job, and another individual whom could have one role or multiples, ie Project Manager, Quality Control Manager, Super, ETC… If my company only bids one product Will I need to provide those positions as spelled out or will those positions be filled by a difference entity? Yes your company provides what is in the solicitation.
If a contractor has multiple Work Orders in Multiple Parks will the supervision be allowed to cover all the up to 4 work orders concurrently ? If you bid on 4 projects and receive them, there is a separate COR and technical person per project that monitor. Supervision is totally on the company to adhere to each task orders statement of work and specification. I would advise only bidding on what you can handle for personnel and materials.
For road blading work, the documents suggest that for ever 2 miles of road 1 day is calculated for contract work orders lengths of time, Is the contractor to base pricing off of only 2 miles per day Plus 2 days for every mobilization per work order?
Contractor shall base pricing on actual effort required to complete the work. The performance times listed in the statement of work represent the length of time the government will allow on each task order. (For example, on a 50 mile blading task order, the contractor will have 27 days from the NTP to complete the work.)
For road blading work, will there be a haul to site for debris, excess material that may be unsuitable for the roadway? For pricing purposes, does the Authority believe this work will constitute a full time loading hauling operation? If this is the case will flaggers and track control be required?
From the Ouachita Blading portion of the SOW: “Unsuitable material pulled from ditch line shall be spread along fill-side edge of roadbed or on fill slopes without inhibiting surface drainage.”
“Where grass, leaf litter, or pine straw is excessive, material will be piled in selected spots along the roadbed edges and left to decay. Care shall be taken that this material does not interfere with surface drainage. Reusable material shall be reclaimed in subsequent bladings and smoothly spread within the roadbed.”

“Loose rocks protruding 3 inches or more above graded surface and loose rocks 3 inches or more in diameter on surface shall be removed from the roadbed. It is permissible to waste over-sized rocks onto fill slope (not onto ditch inslope).”
The Ozark NF portion is similar. In general, unsuitable material is to be removed from the roadbed and placed on fill slopes. We do not anticipate hauling material off-site.
Ozark-St. Francis: Excess material is not the issue at all. Lack of material is. Should there be any excess material, typically the Operator will leave a windrow on the uphill side of the road. Or in the case of a crowned road, along the outside edge, beyond the water line. Really depends on the circumstances.
For the excavation of lead offs and ditches, that material needs to be back out in the road and spread.
In regard to the Road Maintenance Services contract, is there a standardized past performance reference form that the prior customer will need to fill out or is this something put together by the us (contractor) stating past performance?
Refer to page 55 of the solicitation for the Road Maintenance Services solicitation on SAM. It states the following:
Offeror shall submit 3 - 5 references for projects of similar size, scope and dollar value (completed in the past 3 years) including company names and points of contact with current/ verified telephone numbers and e-mail addresses. In addition to the references provided by the contractor, the government may use other tools such as CPARS/PPIRS to evaluate past performance.
What is the price range for this solicitation 1M-5M?
Page 27 of the solicitation:
AGAR 452.216-73 Minimum and Maximum Contract Amounts. (FEB 1988)
During the period specified in FAR clause 52.216-18, ORDERING, the Government shall place orders totaling a minimum of $2,500.00, but not more than $2,000,000.
Also fill out Section B with the price/Costs. The way it works is you submit your proposal with your price/costs on all or some in Section B. The base contract is not funded. The task orders are funded and are competed among the contractors that get a base contract award. The minimums and maximum’s are above at that clause.
