1. National Processing Center Relocation
1.1. Agency Specific Requirements Purpose
This document provides supplemental requirements and clarifications focusing on business functions, space types and their relevant technical requirements. The ASR begins with the largest component of planning – the site – and concludes with the finite details of facilities systems needed to support the NPC mission. In addition, Sections 1 and 2 outline supplemental Census project commitments and expectations.
1.2. Coordination with GSA Requirements
GSA will provide additional overall technical and administrative requirements for the project under separate cover. Where discrepancies exist, clarification should be sought through responsible GSA Lease Contracting Officer.
FOR OFFICIAL USE ONLY
2. Project Approach The NPC Relocation project will consolidate logistics, data collection, data processing and printing services to the US Census Bureau, all due care for thorough programming, workflows and spatial logic are to be taken to support Census needs.
2.1. Design & Construction
The existing collection of facilities are spread among three distinct areas in aging infrastructure that does not support contemporary productivity methods. NPC staff will require high quality verifications that designs support and enhance their well‐established workflows.
Census will verify space layouts, designs and technical systems meet Census operational scenario modelling. It is expected the conventional GSA design cycles, including the DID workshops, will be sufficient to meet the needs of Census verification.
During construction, Census requires coordination with construction activities for IT systems infrastructure and security systems installations. Census via GSA will be present to provide ongoing clarification and decision making as construction proceeds.
