About this file
This is a Purchase Order Request for Proposals (PORFP) document issued by the Maryland Department of Information Technology (DOIT) for desktop, laptop, and tablet equipment under the 2015 Master Contract. The procurement seeks three Dell Pro 16 laptops (model PC16250) and three Dell Pro Thunderbolt 4 Docks (model WD25TB4) to replace antiquated systems used by a special unit. The equipment is required to be new and unused, with delivery to DOIT at 100 Community Place, Crownsville, Maryland 21032. Proposals are due by September 11, 2026, at 3:30 PM EST, with a questions deadline of September 8, 2026, at 10:00 AM EST. The procurement is limited to Master Contractors already awarded contracts under BPO # 060B5400007 and eligible vendors may submit a Letter of Authorization (LOA) with their bids.
This is a Small Business Reserve (SBR) procurement limited to certified small business vendors meeting Maryland State Finance and Procurement Article requirements. Only authorized Dell resellers are eligible to bid, and contractors must provide Manufacturer's Suggested Retail Price (MSRP) screenshots and, if applicable, a Mercury Affidavit with their proposals. Pricing must remain valid for at least 30 days following the bid due date, and contractors must provide estimated ship dates and lead times for each item. Award will be made to the Master Contractor whose proposal is determined most advantageous to the State, considering price and technical evaluation factors including ability to provide equipment and support services, manufacturer authorization status, and MSRP documentation. Invoices must be submitted within 10 days of equipment delivery to doitfiscal.invoiceservice@maryland.gov and include proof of delivery with serial numbers.
