Overview The floor in the Revolutionary Imaging Technology (RIT) Laboratory is to be removed and replaced with a new access flooring system.
Location All work is to be completed on site at the Naval Research Laboratory, located at 4555 Overlook Ave SW in Washington, DC. The Revolutionary Imaging Technology (RIT) Laboratory is in Building A59, Room 14A1.
Terminology For the purposes of this statement of work, the Customer is the Naval Research Laboratory, Spacecraft Engineering Division, and the Contractor is the awarded access flooring company and installer. “Work" includes, but is not limited to, materials, workmanship, and manufacture and fabrication of components.
General Requirements
a. SAFETY:
The Contractor shall conform to the OSHA requirements for safety throughout the entire time the work is being performed.
b. WORKING HOURS:
Work by the Contractor shall be completed during regular business hours, between 0630 – 1700, Monday through Friday.
c. SUPPLY:
The Contractor shall furnish all supervision, labor, materials, equipment, tools, supplies, and related services required to furnish complete a turnkey removal of existing flooring tile, repair, and installation of replacement flooring.
d. CLEAN UP:
The Contractor is responsible for daily cleanup of each area in which they perform work. All areas are to be put back in the same state they were in before work was performed. The Contractor shall remove and properly dispose of construction debris, materials, equipment, and substances from this project into the Contractor’s supplied containers.
Project Requirements The Customer will rely heavily on the expert advice of the contractor professionals regarding the technical details of the work. The Contractor is required to provide the Customer with direct and specific details regarding any omissions, problems, or potential delays found or identified at any time during the project. If the Contractor discovers complications after work has begun, it is their responsibility to notify the Customer as soon as possible. The Customer will work with the Contractor to determine if a Change Order is required and what adjustments are necessary to continue or complete the work. Failure to comply with this requirement could result in refusal of payment. The following listed requirements are based on the Customer’s understanding of the project and related market research.
1. Customer - Remove all items from the work area prior to site visit and work commencing.
2. Contractor - Perform site survey to visually inspect and walk the site for any issues or concerns before starting work.
3. Contractor - Protect 15’ x 10’ video wall from demolition and installation work (see Figure 12). All material cutting or other debris generation shall occur outside of the room.
4. Contractor - Remove and properly dispose of existing woodcore panels and understructure.
5. Contractor - Furnish and install approximately 1,500 sq. ft. of access flooring system with the following minimum load specifications:
a. Design load of 1250 lbs.
b. Uniform load of 300 lbs.
c. Ultimate load of 2500 lbs.
d. Impact load of 150 lbs.
e. Rolling load of 1000 lbs. for 10 passes and 800 lbs. for 10,000 passes
6. Contractor - Panel type to be a refurbished Tate CCN1250 (cementitious core material panels) with New 1/16” Formica HPL – Color: TBD or equivalent
7. Contractor - Understructure to be a refurbished bolted stringer system (or equivalent for alternative flooring systems) to match existing finished floor height (approximately 8” height to top of floor).
8. Contractor - Cutouts are to be implemented for any existing support beams and columns, wall-mounted conduit/cable, stairway, video wall, etc. (see Figure 11, Figure 16, and Figure 17).
9. Contractor - Additional tiles are to be supplied by the Contractor to closeout where the optical bench currently is located (see Figure 11).
10. Contractor - Access floor to be one continuous grid to include spanning existing, depressed subfloor (see Figure 13).
11. Contractor - Furnish and install (2) two new aluminum fascia plates at each entrance to room (see Figure 14 and Figure 15).
12. Contractor - Furnish and install (1) one ramp kit complete with non-slip Armstrong Safety Zone or equivalent at the primary entrance to the room (see Figure 14).
13. Contractor - Furnish one (1) double cup-style lifting tool capable of lifting installed panels.
14. Contractor - Freight and delivery of materials to be included in cost.

Figure 17, Example Cutouts Exclusions Potential demolition and cleanup of existing, unused electrical and other materials under existing access floor to be performed by the Customer between existing floor removal and new floor installation. It remains under the Customer’s discretion to continue to abandon these items in place.
Inspection and Acceptance The Contractor shall maintain an adequate inspection system and perform such inspections as will ensure that the work performed under the contract conforms to requirements. All work shall be conducted under the general direction of the Customer and is subject to Customer inspection and test at all places and at all reasonable times before acceptance to ensure strict compliance with the terms of the contract. Inspections and tests are for the sole benefit of the Customer and do not-
· Relieve the Contractor of responsibility for providing adequate quality control measures;
· Relieve the Contractor of responsibility for damage to or loss of the material before acceptance;
· Constitute or imply acceptance; or
· Affect the continuing rights of the Government after acceptance of the completed work.
The presence or absence of a Customer inspector does not relieve the Contractor from any contract requirement, nor is the inspector authorized to change any term or condition of the specification without written authorization.
The Contractor shall promptly furnish, at no increase in contract price, all facilities, labor, and material reasonably needed for performing such safe and convenient inspections and tests as may be required by the Customer. The Customer may charge to the Contractor any additional cost of inspection or test when work is not ready at the time specified by the Contractor for inspection or test, or when prior rejection makes re-inspection or retest necessary. The Customer shall perform all inspections and tests in a manner that will not unnecessarily delay the work.
The Contractor shall, without charge, replace or correct work found by the Customer not to conform to contract requirements, unless in the public interest the Customer consents to accept the work with an appropriate adjustment in contract price. The Contractor shall promptly segregate and remove rejected material from the premises.
If the Contractor does not promptly replace or correct rejected work, the Customer may-
· By contract or otherwise, replace or correct the work and charge the cost to the Contractor; or
· Terminate for default the Contractor’s right to proceed.
If, before acceptance of the entire work, the Customer decides to examine already completed work by removing it or tearing it out, the Contractor, on request, shall promptly furnish all necessary facilities, labor, and material. If the work is found to be defective or nonconforming in any material respect due to the fault of the Contractor or its subcontractors, the Contractor shall defray the expenses of the examination and of satisfactory reconstruction. However, if the work is found to meet contract requirements, the Customer shall make an equitable adjustment for the additional services involved in the examination and reconstruction, including, if completion of the work was thereby delayed, an extension of time.
Unless otherwise specified in the contract, the Customer shall accept, as promptly as practicable after completion and inspection, all work required by the contract or that portion of the work the Customer determines can be accepted separately. Acceptance shall be final and conclusive except for latent defects, fraud, gross mistakes amounting to fraud, or the Customer’s rights under any Warranty All work covered under this SOW shall come with a warranty against workmanship for one year from the delivery date.
Security NRL is a controlled-access facility. Visitors shall check in at the NRL Visitor Center, Bldg. 72, located just outside and to the right of the Laboratory's front gate. All personnel entering NRL shall be US citizens and shall possess a valid government-issued photo identification card (driver’s license or other). Visitors are required to fill out and submit SECNAV form 5512-1 to the Visitor Center upon initial check-in to the Laboratory. A mini background check will be performed on each visitor based on the submitted paperwork and identification. The Contractor shall provide personnel that are able to pass this check and gain access to the NRL facility. For more information, contact the NRL Visitor Center at (202) 767-2996.
Based on the proposed duration of work, visitor passes will be issued with coordination with NRL Security for up to four weeks. If proposed work is expected to go longer, badges will be issued to Contractor personnel. An appropriate badge must be displayed prominently at all times when at NRL. All NRL badges must be turned in to the NRL Personnel Security Section when no longer required.
Photography on the NRL facility is strictly prohibited.
Submittals There are no deliverables for this effort other than the installed floor.
Period of Performance The period of performance on this effort shall be 6 weeks from the award of the Purchase Order. The Customer may need to pause work between demolition/disposal and installation for electrical work.
