About this file

This is a solicitation list and bid response template for a one-time purchase agreement issued by the State of Maine for vehicle refurbishment and repair parts to be delivered to the Limestone, ME facility. The solicitation requests bids for four line items: two pneumatic tire rims (39 and 74 units respectively), one Smart Start unit (35 units), and one power steering pump (4 units). All items must be available for shipment within 10-14 days from award. Bidders may choose to bid on any portion or all items listed and may propose multiple options for consideration for individual line items. Each bid response must be entered into the provided spreadsheet with explicit, self-contained, and independent line entries. The solicitation does not specify a formal bid due date, bidders conference, or site visit requirements in the provided materials.

Bid prices must include all freight and delivery charges to the Limestone, Maine destination and represent fixed contract prices for orders and deliveries of any quantity, including partial shipments, unless specific delivery price constraints are agreed upon and included in the contract award. All parts must conform to Military and OEM standards with potential certification requirements. Contractors may be required to provide product samples for evaluation prior to award at their own expense for freight and handling. Bid proposals for used or former Government surplus property must include complete descriptions, quantities, originating Government agency names, and acquisition dates. The solicitation is subject to Buy American Act requirements and contingent upon successful screening through the federal Excluded Parties List System (EPLS) and provision of any required certifications of eligibility determined necessary by the State Purchasing Division. Additional State Purchasing Division requirements may apply.
