About this file

This is a Limited Sources Justification under FAR 8.405-6(c) for a Blanket Purchase Agreement (BPA) for specialized Records Information Management (RIM) services.

The United States International Development Finance Corporation's Office of Information Technology (OIT) seeks to establish a BPA with Iron Mountain to provide comprehensive records management services through a GSA Multiple Award Schedule contract (MAS 493110RM). The required services include secure records storage in NARA-approved facilities, scanning and digitization, retrieval and courier operations, chain-of-custody management, inventory control, access control, compliant destruction services, and records management support to ensure compliance with the Federal Records Act, NARA regulations under 36 CFR, and federal information security mandates. The performance period is one base year with four option periods. The justification argues that Iron Mountain is the only viable contractor capable of providing these services without unacceptable transition risk, operational disruption, or cost duplication, primarily because it maintains NARA-approved storage facilities within the District of Columbia, Maryland, and Virginia area with established operational infrastructure, secure logistics networks, and compliance protocols that are not readily transferable. Market research was conducted via an RFI to GSA Schedule holders, which yielded four responses indicating capability for records management services, but no other vendors could provide a local NARA-approved facility. The contracting officer will determine fair and reasonable pricing in accordance with FAR Subpart 8.4 through review of applicable GSA Schedule pricing, proposed BPA pricing, applicable discounts, prior pricing for similar services, independent government cost estimates, and individual pricing elements. The justification requires approval by the advocate for competition for estimated values exceeding $900,000 but not exceeding $20 million.
