About this file
This document is a Request for Proposals (RFP) issued by the Oregon Cascades West Council of Governments (OCWCOG) for the upgrade of its Non-Emergent Medical Transportation (NEMT) scheduling and management software. OCWCOG provides NEMT services across Linn, Benton, and Lincoln Counties via the RideLine program, which currently operates using outdated software that is no longer supported. The RFP seeks a software solution to fully replace the existing system and improve workflows related to receiving ride requests, scheduling rides with qualified providers, performing eligibility checks, managing providers, and providing reimbursements. Responses to the RFP are due by 5:00 PM PST on September 16, 2022, and the term of the resulting contract may be up to three years with a possible extension.
The RFP outlines detailed software requirements, including the need for daily database updates, connections to state eligibility portals and reporting systems, the ability to adapt the user interface, manage provider rates and fares, provide mapping and routing features, and offer web-based portals for clients and providers. The RFP also includes preferences for Oregon suppliers and services, recycled materials, and a reciprocal preference for out-of-state proposers. Pricing proposals will be evaluated alongside the respondent's experience, capacity, and customer service, with a 100-point scoring system.

SCOPE OF WORK
Introduction:

RideLine operates as a transportation brokerage, connecting qualified ride providers with eligible clients in need of transportation services. The current operational software utilized by RideLine is Oregon Brokerage System (OBS).
