About this file
This is a Notice of Intent to Award issued by Reynolds School District #7 in Oregon for the Reynolds High School Cooling Tower/Chiller Project. The procurement sought a Construction Manager/General Contractor (CM/GC) to manage comprehensive mechanical systems replacement, including installation of a new cooling tower, chiller systems, piping, pumps, direct digital controls, and chemical treatment systems, along with related roof work. The RFP process included a mandatory pre-proposal meeting and site tour on November 10, 2025, at 10:00 a.m. at Reynolds High School in Troutdale, with proposer questions due by November 18, 2025. Proposals were due by 2:00 p.m. on November 25, 2025, with the evaluation committee scheduled to shortlist firms by December 1, 2025, conduct interviews by December 4, 2025, and issue the Notice of Intent to Award by December 5, 2025. The district has selected Inline Construction as the successful proposer and will direct negotiations toward obtaining a written agreement. The project is divided into two phases—Preconstruction and Construction—with a target completion date prior to September 2026.
The project carries a total construction budget of $2 million, with compensation structured as cost-reimbursement for Preconstruction Phase Services and a fixed fee percentage for Construction Phase Services, with General Conditions Work on a not-to-exceed reimbursable basis. All GMP savings accrue to the district. The contractor must be registered with the Oregon Construction Contractors Board and demonstrate capability to manage local subcontractor engagement with COBID compliance and adherence to prevailing wage requirements under Oregon Revised Statutes. Performance and payment bonds are required in the full amount of the Guaranteed Maximum Price. The district will cover certain permit fees including building, fire department, and DEQ permits, while the contractor assumes responsibility for all other permits and licenses. Adversely-affected offerors have seven calendar days from the Intent-to-Award announcement date to file written protests. Inquiries regarding this notice should be directed to Andrew Lent at Andrew.lent@otak.com.
