About this file
This document is an Amendment No. 1 to an Invitation for Bids (IFB) issued by the Mississippi Department of Human Services (MDHS) for Classroom Assessment Scoring System (CLASS) Training Services, with the solicitation number RFx No. 3160007444. The amendment includes a series of questions and answers clarifying the requirements for potential vendors, with a response deadline of Friday, August 29, 2025, at 2:00 PM CT. The training services are specifically focused on preparing individuals to be certified in using the CLASS tool to observe early childhood program classrooms and provide onsite technical assistance.
The amendment emphasizes strict requirements for vendors, including that they must be legally authorized to offer the specific trainings outlined in the IFB and to certify individuals on the CLASS tool. No substitutions or alternatives to the courses will be accepted, and vendors must provide documentation of their authorization in their response. The purpose of the training is to establish a foundation for quality assessment in early childhood programs, with Mississippi using the CLASS tool as its primary assessment method. Vendors must be fully authorized to certify individuals on the CLASS tool, or their proposal will not be considered.

Amendment #1 Questions & Answers
Classroom Assessment Scoring System (CLASS) Training Services
RFx No. 3160007444
1. Licensing and State Requirements: Are Mississippi state licenses required for this engagement? We currently hold licenses in Texas and Louisiana but want to confirm the specific requirements for this project.
The vendor must be legally authorized to offer the specific trainings outlined in the IFB.
The vendor must also be legally authorized to certify individuals on the Classroom
Assessment Scoring System (CLASS) tool. Documentation of this must be provided in the
IFB response.
2. Training Requirements: Regarding the CLASS training mentioned in the RFP, could you clarify if this refers to training that must be conducted by TEACHSTONE directly, or if there are approved alternative providers for this certification?
The vendor must be legally authorized to offer the specific trainings outlined in the IFB.
Substitutions or alternatives to these courses cannot be accepted.
3. Training Requirements: Can you provide more details about the specific CLASS training requirements and whether prior experience delivering this training in other states would be acceptable?
Mississippi is using the CLASS tool as the foundation of quality assessment in early childhood programs. The purpose of the training outlined in this IFB is to prepare individuals to be certified in using the CLASS tool to observe classrooms in early childhood programs and to prepare individuals to provide onsite technical assistance on
CLASS criteria. If a vendor is not authorized to fully certify an individual on the CLASS tool, their proposal cannot be accepted.
4. Project Management and Subcontracting: Would there be flexibility in the project structure to allow for subcontracting certain components (such as classroom observations or refresher training) while maintaining overall project management responsibilities?
See answer to Questions 1 and 2. We cannot deviate from the specific training outlined in the IFB. Classroom observations and refresher training are not deliverables included in the
IFB.
5. Project Management and Subcontracting: Are there specific requirements regarding which organization must hold the prime contract versus subcontractor roles?
See answer to Question 1.
