About this file

This document is a Sole-Source Justification for Hunters Licenses Materials Purchase from the Mississippi Department of Wildlife, Fisheries, and Parks (MDWFP), involving the procurement of State Turkey Stamps from Weldon, Williams, and Lick, Inc. (WW&L). The document details the acquisition of 50,000 total stamps, sized 3.5000 X 6.0000, with 4-color process on both sides, printed on special order stock with one stamp per carrier sheet, each stamp numbered and featuring a kiss slit for easy removal. This will be Mississippi's first-ever Wild Turkey Stamp, which will be issued to hunters purchasing their hunting license, with objections to the sole-source procurement due by November 12, 2025, at 2:00 p.m.

The total cost of the materials is $28,639.97, which MDWFP considers reasonable and consistent with market standards for similar stamps at different state agencies. WW&L is positioned as the sole source provider due to their proprietary, copyrighted product that cannot be replicated or obtained from other sources. The stamps are critical to the agency's conservation efforts, with proceeds funding habitat management, restoration projects, and research initiatives benefiting wild turkey populations statewide. The document emphasizes that WW&L uses unique high-quality paper, offset press specifications, and specialized inks that set their stamps apart, and they have historically printed Wildlife Stamps for numerous state organizations.

STATE OF MISSISSIPPI

Tate Reeves, Governor

Mississippi Department of Wildlife, Fisheries & Parks Lynn Posey, Executive Director

Sole-Source Justification for Hunters Licenses Materials Purchase Mississippi Department of Wildlife, Fisheries, and Parks

Materials: Waterfowl Stamps from Weldon, Williams, and Lick, Inc.

Description of the Commodity: The Mississippi Department of Wildlife, Fisheries, and Parks seeks to procure State Turkey stamps for license sales from Weldon, Williams, and Lick, Inc.

These materials include:

• 3.5000 X 6.0000./ 4 color process both sides. Special Order Stock - Sheet 1 stamp per carrier sheet / number on each stamp / kiss slit for easy removal of stamp from carrier sheet / package each kind separately and label according to number sequence inside (50,000 total stamps)

These resources are integral to the agency's state waterfowl program, ensuring consistency and compliance with newly adopted state turkey hunting laws, standards, rules, and regulations.

Explanation of Why the Commodity is the Only One that Can Meet the Needs of the Agency: Weldon, Williams & Lick, Inc (WW&L) is the sole source provider of these materials.

The proprietary nature of these products, which are copyrighted, ensures they cannot be replicated or obtained from other sources. These stamps are specifically tailored to meet Mississippi’s waterfowl hunters license requirements. They also assist MDWFPs license sales data by providing numbered stock sheets to accurately record the number of stamps sold. No alternative products are available that can deliver the same quality, consistency, and compliance required for the legal hunting of turkey in the State of Mississippi. This will be the state’s first-ever Mississippi Wild Turkey Stamp, issued to hunters who purchase the new Wild Turkey Stamp as part of their hunting license. Just as the Waterfowl Stamps, proceeds from the Wild Turkey Stamp fund is critical to conservation efforts, including habitat management, restoration projects, and research initiatives that benefit wild turkey populations statewide.

Explanation of Why the Source is the Only Entity That Can Provide the Required Commodity: Over the years, Weldon, Williams & Lick, Inc (WW&L) has printed many Wildlife Stamps for many state organizations. Specifications and requirements of these many entities dictate the production of superior collector quality stamps. WW&L prints these stamps on high quality paper with offset press specifications and specially formulated inks.

MDWFP is not aware of other printers that are currently using the same paper, press and ink that is used to provide these collector quality stamps.

Explanation of Why the Amount to Be Expended for the Commodity is Reasonable: The total cost of the materials is $28,639.97. This pricing reflects the proprietary nature of the materials and is consistent with market standards for similar stamps at different state agencies. The cost ensures that MDWFP receives comprehensive, high-quality materials necessary for its programs, while maintaining fiscal responsibility.

Efforts Made to Obtain the Best Possible Price: Due to the proprietary nature of Weldon, Williams & Lick, Inc (WW&L) products, no other vendors can provide equivalent materials.

However, Weldon, Williams & Lick, Inc (WW&L) has provided competitive pricing that aligns with the unique value and exclusivity of these resources.

Procedures for Addressing Objections: The terms of this proposed sole-source procurement will be published on the state’s procurement portal for the required 14 days. Any person or entity that objects to this designation and believes they can provide the commodity will be invited to submit an objection with a detailed explanation.

Objection Submission Details: Responses are due by November 12, 2025, at 2:00 p.m., and may be mailed or delivered by hand or courier service to the following address:

Mississippi Department of Wildlife, Fisheries, & Parks Attn: John Lee, Procurement Officer 1505 Eastover Drive Jackson, MS 39211 Objections may also be submitted electronically via MAGIC.
