About this file

This document is a Request for Response (RFR) issued by the Massachusetts Department of Conservation and Recreation (DCR) for the purchase of fishing boats. DCR is seeking qualified vendors to replace its aged fleet of approximately 60 rental fishing boats over a five-year period, with the goal of purchasing up to 20 boats within the first year, and up to 10 boats in each of the following four years. Responses are due by April 3, 2023, and the anticipated contract start date is May 1, 2023.

The RFR specifies the required boat specifications, including a 14' aluminum V-hull utility boat with a 15" transom, 4-person capacity, and a minimum 24" deep hull. The Commonwealth is seeking the best value for the boats, considering factors such as pricing, prompt payment discounts, references, company experience, and warranty. The estimated procurement value is $150,000, and the contract will have an initial 3-year term with an option to renew for an additional 2 years. The RFR is targeted towards verified small businesses participating in the Commonwealth's Small Business Purchasing Program, but if adequate SBPP capacity is not available, the contract may be awarded to other responsive vendors.

No additional fuel, freight, or shipping charges will be honored.

8. Small Business Purchasing Program This is a Small Procurement targeted to verified small businesses participating in the Commonwealth's Small Business Purchasing Program (SBPP). The Department intends to award a contract to one or more SBPP-participating businesses verified through COMMBUYS who submits a quote that meets or exceeds the best value requirements. Subcontracting in SBPP procurements is limited to no more than 20% of the total value of the contract, unless it is with another verified SBPP participant. If it is determined that there is inadequate SBPP capacity, or no SBPP-participating vendors provide a responsive quote, the Department may award the solicitation to vendors who submitted responses and are not participating in the SBPP. To determine eligibility and to participate in the SBPP, please review the eligibility criteria and general program information at www.mass.gov/sbpp.

9. Environmentally Preferable Products Products and services purchased by state agencies must be in compliance with Executive Order 515, issued October 27, 2009. Under this Executive Order, Executive Departments are required to reduce their impact on the environment and enhance public health by procuring environmentally preferable products and services (EPPs) whenever such products and services perform to satisfactory standards and represent best value, consistent with 801 CMR 21.00. In line with this directive, all Contracts, whether departmental or statewide, must comply with the specifications and guidelines established by OSD and the EPP Program. EPPs are considered to be products and services that help to conserve natural resources, reduce waste, protect public health and the environment, and promote the use of clean technologies, recycled materials, and less toxic products. Bid responses must identify how a contractor meets these goals.

10. Evaluation Criteria Contractors must submit responses that meet all the submission requirements of the RFR. Only responsive proposals that meet the submission requirements will be evaluated, scored and ranked by the evaluation team according to the evaluation criteria. Additional information may be requested for evaluation purposes. Bidder scores will be used to rank Bidders and will determine which Bidders will proceed to subsequent stages of the evaluation and/or enter into negotiations with the Commonwealth to receive a Contract award.

In making this determination, the Commonwealth will consider and score a number of factors to include:

· Ability to provide fishing boats that meet the specifications as outlined in this RFR

· Availability of Prompt Pay Discounts (PPD)

· Pricing

· References

· Company Experience

· Warranty

· SBPP Eligibility

The order of these factors does not generally denote relative importance. The Commonwealth reserves the right to consider other relevant factors as it deems appropriate in order to obtain a “best value” provider of fishing boats.

11. Instructions for Submission of Responses:

Only electronic quotes submitted via COMMBUYS will be accepted in response to this RFR. Responses must be sent via the “Create Quote” functionality contained in COMMBUYS. For instructions concerning how to submit a Quote, please see Appendix B.

Minority-owned businesses, women-owned businesses, veteran-owned businesses, and businesses owned by individuals with disabilities are encouraged to respond.

Any submission which fails to meet the submission requirements of the RFR will be found non-responsive without further evaluation unless the evaluation team, at its discretion, determines that the non-compliance is insubstantial and can be corrected. In these cases, the evaluation team may allow the vendor to make minor corrections to the submission.
