The RFR outlines the evaluation criteria, which include cost, quality of birds and vendor service, Massachusetts agricultural preference, and proximity, each carrying equal weight. Bidders must submit their responses electronically through the COMMBUYS system by the stated deadline of February 26, 2016.

The RFR estimates the total procurement value at $20,000 and states that this is a Small Procurement targeted to verified small businesses participating in the Commonwealth's Small Business Purchasing Program (SBPP). Subcontracting is limited to no more than 20% of the total contract value unless with another SBPP participant.
