About this file
This document contains amendments to a Request for Response (RFR) issued by the Department of Children and Families (DCF) in Massachusetts for the Congregate Care Network (RFR #DCF CCNET22). The amendments cover a variety of topics, including changes to start-up costs, submission formatting, assessment timelines, and housing and safety inspections for various program models. The RFR is seeking to procure a congregate care network with the capacity to meet the diverse and complex needs of children, adolescents, and young adults who require 24/7 therapeutic care. Initial responses are due on May 3, 2021 at 2:00PM, and the Department will be accepting additional responses after the initial contract award until December 31, 2032 using a rolling enrollment procurement process.
The amendments also cover pricing and rate regulations, with contractors being reimbursed on a unit rate basis as established in 101 CMR 413.00 or other applicable regulations. Programmatic add-ons will be paid using the established monthly add-on rate in addition to the existing program model rate. The RFR also includes requirements for provider qualification, supplier diversity, and various mandatory contract forms to be completed upon award and negotiation.
