About this file
This document is a Q&A related to RFR 253933 for the Refugee Health Assessment Program (RHAP) issued by the Commonwealth of Massachusetts Department of Public Health Division of Global Populations and Infectious Disease Prevention. The RHAP seeks to procure a network of qualified healthcare providers to deliver medical assessment, testing, treatment, and follow-up services to newly arrived refugees within 90 days of their entry into the United States. The procurement is open on a rolling basis until June 30, 2033, with an estimated 10-20 awards to be granted. Proposals submitted by August 30, 2024 may have a contract start date of January 2, 2025, while current RHAP providers are invited to submit proposals by July 1, 2025 to facilitate new contract execution before the start of State Fiscal Year 2026.
The RHAP contract opportunity is set aside for qualified, eligible, and licensed medical agencies with experience serving refugee populations. Services will be reimbursed on a cost-reimbursement basis, and contractors are expected to seek third-party reimbursement where possible. The program is funded through state and federal sources, with an annual budget of $3.8 million. The current incumbent provider is the Community Health Network.

Am I understanding correctly that no matter how fast we turn this in the ability to see clients under the contract won’t start until fiscal year 2026?
And is that July or Oct start time?

Client volume
Let me know if there are any updates on volume of arrivals to MA (any regional specifics would be even more helpful!) or reimbursement amounts.
Please refer to page 10 of the RFR for details on the national numbers and clients served through our current network of service providers. Historically, around 2,400 eligible arrivals in Massachusetts have accessed services and benefits supported by funds from the Office of Refugee Resettlement. Notably, the number of arrivals has seen an increase since the federal fiscal year 2022 (FFY2022), with over 11,400 newcomers having arrived in FFY2023. Approximately 50% of the arrivals in FFY2023 resettled in the Greater Boston Area, 24% in the Merrimack Valley, 18% in the western part of the state, and 8% in Central Massachusetts.
For detailed information on the award amount, please review the second half of Section A1, Procurement Description and Purpose, which outlines third-party billing. Additionally, please refer to page 6 of the RFR under Anticipated Expenditures, Funding, or Compensation. For further insight, Sections C11 and C12 on page 26 of the RFR may offer additional details.
Please be aware of the updated reimbursement model from unit rate to contract reimbursement.
All applicants are required to submit a budget using the template provided as part of the application process. The template is included in the last linked zip file in the File Attachments section on the COMMBUYS page.
